Vandellòs subsidizes 80% of the tuition for adult courses

The City Council of Vandellòs i l’Hospitalet de l’Infant has approved the public call for the adhesion of training centers, public or private, as collaborating entities in the management of financial aid for enrollment in adult training courses. The agreement, adopted unanimously by the Local Governing Board in an ordinary session on July 13, 2026, is published in the Official Gazette of the Province of Tarragona (BOPT) on August 20, 2026 (official reference CVE 2026-07897, file no. 1373/2026).

The program subsidizes 80% of the total cost of enrollment and the periodic fees of the course, up to a maximum of €1,200.00 per student. The beneficiary student will only pay the remaining 20% and non-subsidizable items, such as books, materials, or external administrative expenses, directly to the center.

Training offer and adhered centers

Centers that adhere must provide in-person instruction, in facilities located within the municipal district, in one of the following modalities:

  • Preparation courses for the exams to obtain the Compulsory Secondary Education Graduate (GESO) degree.
  • Preparation courses for the access exams for intermediate vocational training cycles (CFGM).
  • Preparation courses for the access exams for higher vocational training cycles (CFGS).
  • Preparation courses for university access exams for those over 25 years old.
  • Preparation courses for university access exams for those over 45 years old.

The adhesion will be formalized through the signing of a collaboration agreement with the City Council, which will regulate the mechanisms for communication, justification, and payment of the subsidies.

Requirements for training centers

To acquire the status of collaborating entity, interested centers must meet and prove a series of requirements:

  • Legality and taxation: private centers must be legally constituted and registered for the Tax on Economic Activities (IAE) under headings 933.9 or 932.2; public centers must have recognized competence.
  • Location: have operational physical classrooms for face-to-face teaching within the municipal district.
  • Technical solvency: adequate facilities with m² per student ratios, ventilation, and accessibility; teaching staff with university degrees and pedagogical training (CAP, Teaching Master’s, Primary/Secondary Education, Pedagogy, or equivalents).
  • Protection of minors: negative criminal record certificate for sexual offenses for all staff.
  • Experience: prove a track record in training services during the last five years or, alternatively, a minimum of one year of experience for the teaching staff.
  • Tax obligations: be up to date with payments to the AEAT, Social Security, and the City Council, and not incur the prohibitions of article 13 of the General Subsidies Law 38/2003.

Economic regime and deadlines

The collaboration system operates through the transfer of the right to collect: the center will issue and present to the City Council the invoices corresponding to the sum of the subsidized amounts (80% transferred by the students), on a quarterly basis. The City Council, once the verifications have been validated, will pay the amount directly to the center’s bank account.

The adhesion procedure will remain permanently open starting the day after the publication of the call. Applications will be processed preferably electronically through the City Council’s Electronic Office, or in person at the general registry. Adhered centers must provide enrollment justifications, monitor attendance (minimum of 80% of teaching hours), and include the mention “With the support of the City Council of Vandellòs i l’Hospitalet de l’Infant” in their advertising.

Impact on citizenship

The call, which develops the regulatory bases published in the BOPT on May 19, 2026 (CVE 2026-04226), opens the door for residents of Vandellòs i l’Hospitalet de l’Infant to access adult training with a cost reduced to 20% of the tuition. The City Council will maintain an official and updated list of adhered centers, which will serve as a public consultation so that citizens know the offer of approved centers and courses before applying for the subsidy.
