Valverde de Leganés publishes the final list of Local Police for mobility

The City Council of Valverde de Leganés has approved the final list of applicants admitted and excluded from the call for Local Police positions to be filled through the mobility system by merit competition. The resolution, signed by Mayor Manuel Borrego Rodríguez, is published in the Official Gazette of the Province of Badajoz (BOP) on September 18, 2026, within the Local Administration section, under the official reference Announcement 3646/2026.
A Mayoral resolution closed in August
The final list was approved by Mayoral Resolution dated August 16, 2026, according to the literal text reproduced in the announcement. The procedure is resolved through the mobility system by merit competition, a route reserved for officers already in service who seek to change their destination without undergoing a new access selection process.
The announcement thus closes the admission phase of the call and determines who may continue in the procedure. Publication in the official gazette is the channel that provides validity and publicity to the resolution for all interested parties.
Five admitted applicants
The list of admitted applicants consists of five people, identified by their name and the partial keys of their national identity document:

Four excluded and their causes
The list of excluded applicants includes four requests, with the specific cause for each:
- Antonio Manuel Rúa Muñoz (****4337E): failed to provide a medical certificate.
- Andrés Blanco González (****7631B): failed to provide a medical certificate, driving license, and sworn statement regarding the provision of weapons.
- Manuel González Cortés (****1078H): failed to provide a sworn statement regarding the carrying of weapons.
- Santiago Mateos Gil (****0830Y): application submitted after the deadline.
The deficiencies are concentrated in the supporting documentation required in the call—medical certificate, driving license, and sworn statement on the carrying of weapons—requirements linked to the police function, in addition to one case of untimely submission.
Deadlines for appeal
The resolution ends the administrative route, therefore an optional appeal for reversal may be filed against it within one month from the day following the receipt of the notification, before the Mayor of the City Council, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Badajoz —or the one corresponding to the interested party’s domicile— within a period of two months, pursuant to Article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction. If the appeal for reversal is chosen, the contentious route may not be pursued until the former is expressly resolved or is dismissed by silence.
The publication of the final list clears the way for the next phase of the competition and determines which agents may apply for the positions of the Local Police of Valverde de Leganés. For the municipality, the result of the process conditions the filling of positions in a service directly linked to citizen security; for the excluded applicants, the announcement begins the count of the challenge periods.
