The State Forest Service creates a new micro-benefit and announces it in the Vēstnesis
Por FactBox Admin

The State Forest Service has announced the creation of a micro-reserve. The announcement was published in Latvijas Vēstnesis on November 5, 2026 — official publication No. 214 with the designation OP 2026/214 —, in the INSTITUTIONS section, under item number 3. The title of the entry is “On the creation of a micro-reserve,” and its status is indicated as State Forest Service information.
The publication is placed in the institutional part of the edition between a Saeima announcement regarding the refusal to promote cooperation in the formation of deputy groups with the parliaments of the Russian Federation and the Republic of Belarus (item 1) and Ministry of Foreign Affairs information regarding the entry into force of a convention (item 2). It is followed by local government normative acts and decisions — items 4 to 13, including documents from the South Courland, Līvāni, Mārupe, Ropaži, Saulkrasti, Sigulda, and Ventspils municipal councils.
Official Reference and Publication Location
The announcement is identifiable by the following parameters:
- Publication: Latvijas Vēstnesis, November 5, 2026, No. 214;
- Official designation: OP 2026/214;
- Structural unit: section INSTITUTIONS → State Forest Service → item 3;
- Publication address: https://www.vestnesis.lv/url/17025?content=1;
- Document file in corpus: vestnesis-2026-11-05-214.full.md.
In this same edition, official announcements with advertisement sections are also listed separately — inheritance notices (58), auctions (26), various advertisements (13), enterprise register notices (11), and others. The micro-reserve decision is not included among them: it is published in the institutions section, not in the advertisement block.
What the Micro-Reserve Status Means
A micro-reserve is a territory created for the protection of rare or endangered species and biotopes, in which restrictions on economic activities are established. In practice, this means that forestry work, land use, and related infrastructure are restricted in the relevant area, while the landowner incurs additional obligations before implementing any economic intent.
The text of the announcement in the official publication does not specify the location of the territory, the area, the species or biotope for which the decision was made, nor the specific list of restrictions. This information is contained in the State Forest Service decision itself and its annexes; therefore, owners must verify it at the institution rather than inferring it from the publication in the edition.
Regular Practice, Not an Isolated Incident
The State Forest Service publishes such announcements regularly — in the autumn of 2026, they appear almost every week:
- September 4, 2026, No. 170, item 16 — “On the establishment of a micro-reserve”;
- September 18, 2026, No. 180, item 42 — “On the partial cancellation of micro-reserve status”;
- October 5, 2026, No. 191, item 3 — “On the establishment of a micro-reserve”;
- October 13, 2026, No. 197, items 5 and 6 — two separate notices in one issue;
- October 20, 2026, No. 202, item 3 — “On the establishment of a micro-reserve”;
- October 29, 2026, No. 209, item 29 — “On the establishment of a micro-reserve”.
This list demonstrates that the instrument is being actively used and that decisions are not irrevocable: the issue of September 18 also published a notice on the partial cancellation of micro-reserve status, which means the release of a territory or part thereof from restrictions.
What land owners should consider
Before planning economic activities, the owner should verify:
- whether the specific land unit with the cadastral designation is included in the new micro-reserve;
- which species or habitat is the basis for protection;
- which works in the territory are restricted or prohibited;
- whether the decision specifies deadlines, buffer zones, or compensation conditions;
- whether previously established micro-reserves in the relevant area have been modified or cancelled.
Why this is important
The establishment of a micro-reserve is one of the few nature protection decisions that directly and immediately change a private owner’s economic opportunities in a specific forest area; therefore, publication in the official gazette is the moment the decision becomes publicly verifiable. Latvijas Vēstnesis provides this information only as a notice with an item number — without a list of location, area, and restrictions —, therefore the full picture and possible objections can only be clarified in the decision of the State Forest Service and its annexes. Given that such notices were published almost every week in the autumn of 2026, forest owners should check the current issues regularly, rather than only after a specific signal.
