Valls opens the 2026 call for grants to rehabilitate the Old Town

The Valls City Council has opened the 2026 public call for grants for the rehabilitation and recovery of buildings within the area of the Barri Antic (Old Quarter). The approval agreement was made by the Local Government Board in the session of August 28, 2026, and the extract is published in the Official Gazette of the Province of Tarragona on September 17, 2026, with the reference CVE 2026-08484 and identification number BDNS 928812. The call has a credit of 60,000 euros.

The call is deployed based on the regulatory bases approved by the Plenary of the Valls City Council in the session of August 31, 2020, published in the provincial gazette on September 14, 2020 (CVE 2020-06215). The supplementary legal regime is that of Law 38/2003, of November 17, General Law on Subsidies, Royal Decree 887/2006, of July 21, and the general subsidy bases of the Valls City Council and its autonomous bodies (CVE 2021-07730).

The awarding procedure is one of non-competitive concurrence. If the amount of eligible applications exceeds the available credit, the aid will be reduced proportionally through a pro-rata distribution among all beneficiaries.

Budgetary credit and eligible actions

The municipal contribution is allocated from item 40310-15200-78100 of the Valls City Council budget, with 60,000 euros to respond to the 2026 call.

• Eligible actions: those included in Article 2 of the regulatory bases.
• Required execution period: works executed according to the enabling title between October 1, 2025, and September 30, 2026.
• Exclusions: the actions provided for in Article 2.2 of the regulatory bases.

Beneficiaries and requirements

All natural or legal persons, including homeowners’ associations and community property estates, who are owners of properties located in the old center of Valls according to the delimitation of the Barri Antic area, with a title of ownership or any other right that allows them to execute the actions, may be beneficiaries.

• Comply with the requirements demanded in Article 10 of the regulatory bases.
• Not incur any of the prohibitions of Article 13 of Law 38/2003.
• Not be a debtor for any concept to the municipal treasury.
• Be up to date with fiscal and tax obligations with the municipal treasury and, if applicable, with Social Security and the Tax Agency.

Deadlines, processing, and payment

The deadline for submitting applications is three months starting from the day after publication in the gazette, meaning it begins on September 18 and closes on December 18, 2026. Applications submitted outside this deadline will not be admitted for processing.

• Submission: General Registry of the Valls City Council (OAC) or the electronic office online portal, using the standardized form from the urban planning department.
• Documentation: DNI or NIF, title deed, original invoices or certified copies and proof of payment, photographs of the facade if the intervention affects it, responsible declarations, and bank account details for direct deposit.
• Amendments: 10 business days; if the deadline passes without a response, it is considered that the interested party withdraws the application.
• Resolution: the Local Government Board resolves based on the proposal of the Evaluation Commission, within a maximum of three months from the end of the application period; the lack of an express resolution has the effect of dismissal.
• Acceptance and payment: the grant is understood to be accepted if the contrary is not stated within one month; payment is made by bank transfer.

The measure directly concerns owners and homeowners’ associations in the historic center of Valls, who have three months to regularize and submit expenses for works already executed in the last year. With 60,000 euros in credit and pro-rating in case of excess demand, the call is the only municipal channel open this year to finance the conservation of buildings in the Old Quarter.
