Valls announces the position of auditor via urgent service commission

The Valls City Council has approved the specific bases and the call for the non-permanent provision of the position of Comptroller (group/subgroup A1) via service commission. The decision was formalized by Mayoral-Presidency Decree 797/2026, dated September 21, and the announcement is published in the Official Gazette of the Province of Tarragona (BOPT) on September 25, 2026, with the official reference CVE 2026-08806 and spanning five pages. The process is assigned the internal call code PROV 4/2026.

The council justifies the call due to the urgent need to fill the Comptroller position, which is currently vacant. The measure is framed within article 81.3 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and articles 48 and 51 of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration civil servants with national qualification. The bases bear the signature of the municipal general secretary, Marc Brufau Cochs, and are dated in Valls on September 22, 2026.

An economic control position with level 30 remuneration

The called position is that of Comptroller, assigned to the Comptroller sub-scale, superior category, with the functions inherent to this sub-scale according to the regulations applicable to civil servants with national qualification. Its characteristics are:

• Designation: Comptroller.
• Classification subgroup: A1.
• Destination level: 30.
• Specific supplement: 31, equivalent to 43,145.90 euros per year.
• Job position list code: 21101, published in the BOPT on June 10, 2026, with CVE 2026-05431.

The requirement for participation is to be a career civil servant of the local administration scale with national qualification. If the appointment is finalized, the service commission will have a duration of one year starting from October 13, 2026, extendable in accordance with current regulations.

Five business days and exclusively electronic processing

Interested parties have a period of five business days starting from the day after the publication of the announcement on the corporation’s electronic notice board. The application must be formalized mandatorily via electronic means, through the “general instance” procedure of the municipal electronic office, and the supporting documentation for the alleged merits must be attached.

Proof of payment of the participation fee, set at 15 euros according to Fiscal Ordinance number 6, is also required, which must be deposited into account ES44 2100 0021 5002 0050 0329 indicating the applicant’s name and the reference PROV 4/2026.

Merit scale and evaluation committee

The evaluation of candidacies is governed by four sections:

• Membership in entry-level categories or higher of the Intervention-Treasury sub-scale: up to 2 points.
• Experience in Intervention or Treasury positions in the last ten years: up to 5 points.
• Specific training (master’s degrees and courses): up to 3 points.
• Interview, intended to verify the professional profile or resolve ties.

The technical evaluation commission will be composed of three A1 subgroup civil servants:

• President: Josep Maria Sabaté Vidal, general secretary of the Diputació de Tarragona.
• First member: Marc Brufau Cochs, general secretary of the Valls City Council.
• Second member and secretary: Jordi Tarragó Pérez, special administration technician for Human Resources of the Valls City Council.

The commission will issue a report with a reasoned proposal that will be submitted to the Mayor’s Office. The announcement is communicated to the Col·legi de Secretaris, Interventors i Tresorers d’Administració Local de Catalunya (CSITAL) for publication for five days. An optional appeal for reversal may be filed against the rules before the Mayor’s Office within one month, or a contentious-administrative appeal before the Court of First Instance of Tarragona within two months.

The filling of the municipal Intervention position is a key piece of the economic and budgetary control of the Valls City Council: this body monitors the legality of local expenditure and income. The vacancy, filled temporarily and urgently, directly affects the internal control capacity of the council until the call for applications is resolved.
