Valle de Hecho suspends noise limits during its patron saint festivals

The Valle de Hecho City Council has definitively approved the provisional suspension of acoustic quality objectives on the occasion of the celebration of its patron saint festivals, which will take place from September 3 to 9 in the town of Hecho and from October 2 to 4 in Embún. The decision, adopted by Mayoral Resolution number 347 of August 28, 2026, is published in the Official Gazette of the Province of Huesca number 166, of September 1, 2026 (reference BOPH-2026-166009).

The measure is supported by Article 17 of Law 7/2010, of November 18, on protection against acoustic pollution of Aragon, and Article 21.1 s) of Law 7/1985, of April 2, Regulating the Bases of Local Government. The file, number 1876252F, was initiated on August 5, 2026, and was subject to public consultation for fifteen days via an announcement in the BOP of Huesca number 149, of August 6, without any allegations being presented.

Zones and schedules in the town of Hecho

The suspension is limited to specific zones and time intervals, based on the location, characteristics, and routes of the scheduled activities. In Hecho, three zones are distinguished:

• Zone 1 (Main Event Center): Plaza Conde Xiquena nº 1, Plaza Alta and adjacent streets, during daytime and nighttime periods. High incidence schedules: Thursday, September 3 from 20:00 to 07:00 hours; Friday 4 and Saturday 5 September from 20:00 to 08:00 hours.
• Zone 2 (Itinerant Routes): remaining streets of the urban center traversed by brass bands, street parades or floats, on September 3, 4 and 5 from 04:00 to 05:00 hours.
• Zone 3 (Peripheral Areas): places and roads far from the main focal points through which noisy festive elements do not pass.

The suspension in the town of Embún

In Embún, the measure applies to two zones: Zone 1 (Central Festive Axis), which includes the Plaza Mayor and its immediate accesses, and Zone 2, which encompasses the rest of the streets and public spaces of the town. The resolution, signed by Mayor Marta Lera Mateos, authorizes the suspension considering the acoustic incidence of the activities and the mitigation measures detailed in the technical report from the Municipal Urban Services, issued on August 28, 2026.

Publication and appeals

The resolution will be published in the Official Gazette of the Province of Huesca and on the City Council’s notice board, will be recorded in the Book of Resolutions, and will be reported to the Plenary in the first ordinary session. Against this resolution, which ends the administrative process, an optional appeal for reversal may be filed before the Mayor within one month, or a contentious-administrative appeal before the Contentious-Administrative Section of the Huesca Court of First Instance within two months.

The suspension allows the street parties, brass bands, and parades of the patron saint festivals to take place without the ordinary acoustic restrictions, while simultaneously ensuring that peripheral areas and rest periods remain protected. The measure directly affects residents and visitors of both centers, who will be able to enjoy the festive events under an exceptional acoustic regime during the designated days.
