Valladolid somete a información pública la revisión del San Juan de Dios

The Valladolid City Council has opened a one-month public information period regarding the progress of the modification of the city’s General Urban Development Plan in the southern area of the San Juan de Dios Center. The opening was ordered by the general delegated councilor of the Urban Planning and Housing Area, José Ignacio Zarandona Fernández, through decree 8,705 of September 30, 2026, issued by delegation of the mayor. The announcement is published in the Official Gazette of Castilla y León no. 202, of October 19, 2026, with the official reference BOCYL-D-19102026-202-52.

The text appears in section III (Local Administration), section C.2 of other official announcements, under the heading “Public information regarding the progress of the modification of the General Urban Development Plan of Valladolid, in the southern area of the San Juan de Dios center.” The administrative file is Planning: 2026/MPG_01/000004, and the announcement is dated in Valladolid on October 13, 2026.

The delegation of signature to the Urban Planning councilor is supported by decree 5,251 of 07/03/2023, which the announcement itself invokes at the foot of the signature. This procedure adds to the planning activity that the City Council has published in recent weeks: the Plenary approved on September 14, 2026, the detailed study of Paseo de Filipinos no. 5 (BOCYL no. 189, of September 29) and the Governing Board initially approved on August 24 the detailed study of plot 26-28 of “Los Santos-Pilarica” (BOCYL no. 176, of September 10).

Who is promoting the file

The modification is promoted by Gloria Hernández Berciano, representing the San Juan de Dios Center, as expressly identified in the official announcement. The same technician signs urban planning documentation for other files in the province collected in the BOCYL of October 2, 2026, where she is listed as an urban architect for URBYPLAN.

The announcement does not detail the content of the progress nor the surface area of the affected scope: it limits itself to ordering the opening of the procedure and establishing the channels for consultation and submission of documents. The specific delimitation and the determinations of the proposal must be examined in the documentation deposited for public availability.

A one-month deadline and two consultation channels

The public information period is one month. The count does not start with the publication in the gazette alone, but from the day following the last insertion of the announcement in the cited media, namely, the Official Gazette of Castilla y León and the local press.

During this period, the documentation may be consulted through two channels:

  • On the website www.jcyl.es/plau/.
  • By prior appointment in the Urban Planning section, at Monasterio de San Benito, 2nd floor, door no. 31.

Within the same period, suggestions and complementary documents of any kind may be submitted, according to the literal text of the announcement, which does not restrict the content of the contributions to strictly legal allegations.

Affected Parties and Scope of the Procedure

The scope of the review is the southern environment of the San Juan de Dios Center, a consolidated urban space where residential, institutional, and healthcare uses coexist. The modification of the general planning may alter zoning conditions that directly affect landowners, local residents, and the established healthcare and assistance activities.

The announcement identifies the promoter as the center itself, through its representative, which places the initiative within the private sphere and not as an ex officio review by the City Council. The processing is currently limited to the advance phase, prior to any municipal approval.

The closing of the deadline opens the door for neighborhood associations, landowners, and healthcare agents in the area to state their position in writing before the file proceeds toward initial approval. Those who do not submit suggestions within this month will lose the opportunity to influence the document before it is formalized as a municipal proposal.
