The Valladolid City Council has published in the Official Gazette of Castilla y León the call to fill two positions for Mid-Level Management Technician in Systems and IT, corresponding to the 2024 Public Employment Offer. The call was approved by Resolution of 6 August 2026 of the Delegate Councillor for Finance, Personnel and Administrative Modernisation and is published in issue number 155 of the gazette, of 12 August 2026, with file number 2026/BPP_01/000010.

The positions will be filled through the competitive examination system, in the free turn, and belong to the Special Administration Scale, Subgroup A2, level 20, in the category of Mid-Level Management Technician in Systems and IT. The resolution is based on Articles 16 and 18 of Royal Legislative Decree 5/2015, of 30 October, approving the consolidated text of the Basic Statute of Public Employees Act.

The call is governed by the general rules of the selection processes for civil service staff of the Valladolid City Council, approved by Decree of the Delegate Councillor for the Planning and Resources Area of 15 July 2020 and published in the Official Gazette of the Province of Valladolid of 3 August 2020. The examination rights fee amounts to 13.89 euros, in accordance with the seventh basis of those general rules.

Requirements and submission of applications

In addition to the general requirements for access to the civil service, applicants must meet the specific qualification requirement. Applications must be submitted within the period indicated from the publication of the extract of the call in the Official State Gazette.

  • Hold, or be in a position to obtain by the end of the application period, the qualification of Technical Engineer or Bachelor’s Degree in Computer Engineering.
  • Application period: twenty calendar days counted from the day following the publication of the extract in the Official State Gazette.
  • Attach, together with the application, the responsible declaration of meeting the required requirements and the proof of payment of the examination fees (13.89 euros).

The selection process

The competitive examination will consist of two compulsory and eliminatory exercises, as set out in the rules of the call:

  • First exercise: a questionnaire of up to 100 multiple-choice questions, with a maximum of 20 questions on common subjects (Block I of the syllabus) and up to 80 on specific subjects (Block II), plus up to 10 reserve questions. It will be scored from 0 to 10 points, and those who do not reach the minimum score set by the panel, within a range between 3.5 and 6.5 points, will be eliminated.
  • Second exercise: it will consist of two parts, with a total score of 0 to 20 points, and a minimum of 5 points must be obtained in each part to pass it.

The final grade will be the sum of the scores of the two exercises. The examining board may not declare more people passed than the number of places offered, and ties will be resolved by considering the best score in the second exercise, then in the first, and subsequently in the second and first parts of the second exercise.

An opportunity for tech profiles

The call responds to the need to strengthen with permanent staff the municipal services of systems management and IT, a strategic area in the digitalization of local administration. For professionals with a degree in computer engineering, the open competition process represents a direct route to public employment, with a schedule that will be activated as soon as the extract of the call is published in the Official State Gazette. The full resolution is available to interested parties in the Official Gazette of Castilla y León.
