Vall de Laguar appoints acting secretary after the incumbent retires

The mayor-president of La Vall de Laguar, Juan Carlos Mengual Mengual, has appointed Sabrina Ibáñez Ginestar as acting secretary of the City Council, effective from July 1, 2026. The decision was adopted by resolution 2026 0312, dated September 4, and published in the Official Gazette of the Province of Alicante (BOP) No. 179, dated September 21, 2026, in section III. Local Administration (announcement 7162, reference 2026_007162).

The appointment is in response to the permanent departure of the titular secretary, Antonio Esturillo Peragalo, a Local Administration official with national qualification, who left the service due to retirement effective June 30, 2026. The Secretary position is reserved for officials with national qualification; therefore, the Council considers it essential to guarantee the continuity of public functions regarding public certification and mandatory legal advice until the position is formally filled.

Legal basis and temporary nature

The resolution invokes Article 21.1.h) of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and Article 92 bis of the same regulation, as well as the regulations governing the legal regime of Local Administration officials with national qualification.

The appointment is temporary and will remain in effect until a official with national qualification takes the position through any of the legally provided methods, or until the circumstances motivating it cease to exist. The appointed official will exercise the functions reserved for the Secretary position with the rights and obligations inherent to it.

Position remuneration

Sabrina Ibáñez Ginestar is a career official of the City Council belonging to Group C1. During the period of acting performance, she will receive the remuneration corresponding to the Secretary position:

• Destination supplement corresponding to level 26 assigned to the position.
• Specific supplement for the Secretary position, in the amount of 855.18 gross euros per month.
• The compensation will be paid effective from July 1, 2026, until the end of the appointment, conditioned upon the actual performance of the functions.
• Said compensation will be taken into account for the calculation and payment of the extraordinary bonuses accrued during the period, in proportion to the time actually served.

Treasury, communications and control

The resolution also nullifies the appointment of Antonio Esturillo Peragalo as treasurer and declares the assumption of Treasury functions within the position of secretary-auditor of the Corporation, in accordance with the sixth transitional provision of Royal Decree 128/2018, of March 16, and with the second paragraph of article 92 bis of Law 7/1985.

The agreement orders the notification to the banks and savings banks where the City Council has its funds deposited regarding the appointment of the acting secretary due to a vacancy resulting from retirement, for the purpose of changing signatures for payments. Likewise, notification shall be given to the interested party, the Audit Office, and the municipal administrative services, and it shall be communicated to the competent General Directorate for Local Administration of the Valencian Community. The file shall be reported to the personnel service and to the Plenary in the next session to be held.

The handover guarantees the administrative continuity of a municipality in the Marina Alta region facing the vacancy of one of its most sensitive reserved positions, that of the Secretariat, without interruption to public faith or mandatory legal advice. The publication in the BOP confirms the effectiveness of the appointment and the maintenance of the ordinary activity of the City Council until the position is filled through the regulatory channels.
