Valga validates through the Plenary the actions of procurement file 558/2025

The Plenary of the Corporation of Valga approved in the extraordinary session of September 15, 2025, to validate the actions carried out to date in relation to procurement file no. 558/2025, as the Plenary is the competent body, as well as to authorize the mayor-president «as broadly as possible under the Law» to ensure the full effectiveness of the agreement. The text was published in the Official Gazette of the Province of Pontevedra no. 211, corresponding to Monday, November 2, 2026, in the Local Administration section, with an announcement signed in Valga on October 28, 2026, by mayor José María Bello Maneiro.

The announcement appears under the heading «Other documents, notifications and public information» of the Valga City Council, under the internal reference of the General Secretariat headed by Juan Manuel Salguero del Valle. It is, therefore, a communication of an informative nature and not an award resolution, a call for tenders, nor a formalization of a contract: the bulletin limits its content to the plenary agreement of validation and the authorization of the mayor.

What it means to validate actions

Validation is the legal formula by which a body declares valid actions already executed that were carried out by a different body or without the appropriate jurisdictional coverage, in order to preserve the effects already produced and avoid the complete reversal of the procedure. In the case of Valga, the agreement expressly supports this reading by justifying the decision «as the Plenary of the Corporation is the competent body», that is, because the competence to decide on the file belonged to the plenary and not to the body that acted.

The session that adopted the agreement was an extraordinary session, which indicates that the matter was not on the ordinary agenda of the corporation and that it was convened specifically to address this point. • September 15, 2025: extraordinary session of the Plenary that approves the validation and the authorization of the mayor.
• October 28, 2026: date of signature of the announcement by the mayor-president.
• November 2, 2026: publication in the Official Gazette of the Province of Pontevedra no. 211.

The delay is relevant because the effectiveness of the validation depends on the validated actions not already being consolidated by contractual means or by a final resolution that prevents their revision.

The published text is notably brief and omits the elements that would allow for an assessment of the economic and material scope of the file. Specifically, the announcement does not identify:
