Valencina destina 30.000 euros a bonos consumo para el comercio local

The City Council of Valencina de la Concepción has announced the “Christmas Consumption Vouchers 2026” campaign, endowed with 30,000 euros in 10-euro vouchers that the Council will reimburse to participating shops, hospitality businesses, and services. The regulatory bases were approved by mayoral resolution on October 22, 2026, and are published in the Official Gazette of the Province of Seville (BOP) on Tuesday, October 27, 2026, with reference BOP-SE-2026-208038. The application period for adhesion is ten business days from the day following the publication of the call summary.

The call is processed under file 4770/2026 and bears the signature of the mayor-president, Ramón Peña Rubio, dated October 23, 2026. The aid is configured as a grant under a non-competitive concurrence regime: there is no scoring or priority among applications, and all establishments that meet the requirements will be beneficiaries. The instructing body is the Local Development Area, which will verify the applications and submit the proposed resolution.

The regulatory framework consists of Law 38/2003, of November 17, General Law on Subsidies, its regulation (Royal Decree 887/2006), Law 39/2015, and Regulation (EU) 2023/2831 on de minimis aid. The call is integrated into the Strategic Subsidy Plan 2025-2026, approved by Mayoral Resolution No. 2025-2625, of September 16, 2025, and will also be communicated to the National Subsidy Database (BDNS).

A 10-euro voucher for every 20 euros of purchase

  • Maximum campaign credit: 30,000.00 euros.
  • Nominal value of each voucher: 10.00 euros.
  • Minimum purchase per voucher: 20.00 euros, so that the public discount cannot exceed 50% of the receipt or invoice.
  • Capacity: up to 3,000 vouchers, which would mobilize a minimum of 60,000.00 euros in local sales if fully executed.
  • Format: physical vouchers, numbered consecutively with the series VBC26/000…, kept by each establishment.

The vouchers may be used from the day following the signing of the adhesion agreements until January 5, 2027, both dates inclusive. Any adult natural person who makes an eligible purchase may benefit, without the requirement of being registered on the municipal census (empadronamiento), and no maximum accumulated number of vouchers per person is established during the campaign: any limit set by each establishment, if applicable, applies only to each individual transaction.

Requirements and distribution among establishments

Natural or legal persons who own small retail, catering, or service establishments open to the public in the municipality may join. They must be registered in the Census of Entrepreneurs, Professionals, and Withholders and under the corresponding IAE (Economic Activities Tax) heading before October 1, 2026 and, in the case of freelancers, in the RETA (Special Regime for Self-Employed Workers), maintaining the activity throughout the campaign.

The application is submitted using the Annex I form, preferably via the electronic office, accompanied by a DNI or CIF, a responsible declaration, a census status certificate, RETA registration, certificates of being up to date with state and regional Tax Agencies and Social Security, a bank document, and a declaration of de minimis aid. Deficiencies must be corrected within five business days, with urgent processing under article 33 of Law 39/2015, and there will be no individual notification: notices are published on the Notice Board of the Electronic Office.

The credit is distributed by assigning the same number of full 10-euro vouchers to all beneficiaries; if there is remaining credit for additional vouchers, they are distributed by lottery. The maximum period for resolution and notification is six months, with negative administrative silence.

Excluded purchases and expenditure control

Tobacco, lotteries and gambling, medications with public pricing or financing, weapons and fuels, water, electricity, gas or telecommunications supplies, financial and insurance services, investment goods, gift cards, vouchers or wallet balances, and wholesale sales, transactions between companies, or split purchases to evade conditions may not be financed with vouchers.

The establishment owner, its administrators, controlling partners, or employed staff may not use the vouchers, and it is forbidden to transfer them between businesses or exchange them for cash. Establishments may not raise prices or apply different conditions to those using vouchers, nor request the customer’s DNI for reasons related to the campaign. Justification is submitted within five business days after the period closes, including the voucher booklet and stapled receipts or invoices, and payment is made by transfer once the documentation has been verified.

Impact for small businesses

The campaign injects 30,000 euros of direct public spending into local commerce in the middle of the Christmas season and acts as a multiplier: each voucher requires a minimum purchase of double its value, meaning that full execution could translate into at least 60,000 euros in sales in Valencina de la Concepción. For small establishments, joining does not require software applications or code readers, only the custody of the numbered notebook, and reimbursement arrives after justification. For consumers, the 50% discount is immediate and without an accumulated limit per person, although each business may set a cap per transaction.
