Valencia de Don Juan: información pública para reformar la pasarela del Esla

The City Council of Valencia de Don Juan has opened for public review the basic and execution project for the renovation and conditioning of the footbridge over the Esla river within the municipal district, an action with an estimated value of 96,567.13 euros including VAT. The approval was adopted via Mayoral Resolution number 2026-0713, dated October 14, 2026, and the announcement is published in the Official Gazette of the Province of León number 200, corresponding to Wednesday, October 21, 2026, with the official reference BOP-LE-2026-200008.

The procedure complies with the provisions of Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which requires that files be submitted for public review when regulations demand it or when the nature of the action advises it. The administrative file covering the work is 1515/2026, processed by the Council led by Mayor José Jiménez Martínez, who is responsible for signing the announcement.

A project signed by the municipal architect

The drafting of the project was carried out by the architect of the City Council of Valencia de Don Juan, Javier Martínez Domínguez, membership number 3226 COAL. The approved document is titled “Basic and execution project for the renovation and conditioning of the footbridge over the Esla river in Valencia de Don Juan (León)” and covers both the basic and execution phases, allowing the work to be tendered with full technical detail.

The action focuses on the pedestrian structure crossing the Esla and directly affects the residents who use it daily, as well as companies in the construction and infrastructure maintenance sectors interested in bidding for the contract.

Figures and contract classification

The tender budget is broken down into two magnitudes:

  • Estimated value of the contract, excluding taxes: 79,807.54 euros.
  • Total amount including VAT: 96,567.13 euros.

The classification of the contract within the Common Procurement Vocabulary (CPV) is divided into three codes, all linked to the treatment and protection of surfaces:

  • 45442120-4: painting and protective coating application work for structures.
  • 45442121-1: painting work for structures.
  • 45442200-9: application of anti-corrosive coatings.

This classification places the intervention in the field of conservation and protective treatment of the footbridge’s metallic structure, rather than the construction of a new viaduct.

Twenty days to consult and appeal

The public information period is twenty days starting from the day following the publication of the announcement in the Official Gazette of the Province of León, that is, from October 22, 2026. During this period, the file may be examined by any interested party through two channels:

  • The municipal offices of the City Council of Valencia de Don Juan.
  • The municipal electronic office, via the Transparency Portal enabled by the City Council.

Within the same period, any allegations, suggestions, or claims deemed pertinent may be submitted. The publication in the provincial gazette marks the effective start of the count, such that any document submitted before that date will not produce the effects provided for in the procedure.

A municipality with recent contractual activity

The processing of this work is added to other initiatives that the City Council of Valencia de Don Juan has brought to the provincial gazette in recent weeks, including the project for the semi-perimeter enclosure of the multifunctional court, approved by the Local Government Board on August 19, 2026, with an estimated value of 69,166.94 euros. In both cases, the same scheme is repeated: approval by a municipal body, publication of the public information announcement, and the opening of a period for the submission of allegations prior to tendering.

The renovation of the footbridge over the Esla has a moderate economic scope, but its relevance is local and highly visible: it is a pedestrian crossing infrastructure over the river that forms part of the town’s urban landscape. For residents, the process opens the door to knowing the details of the work and raising objections before it is executed; for companies in the sector, it represents a municipal public procurement opportunity with an amount that, including VAT, is close to one hundred thousand euros.
