The announcement, identified by file number 2026-1869, is published in the Official Gazette of the Province of Teruel number 179, dated September 18, 2026, on page 6, within the Local Administration section. Those who consider themselves affected have fifteen calendar days to submit observations and allegations.
Legal framework and allegation deadlines
The opening of the procedure is supported by Article 77.3 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which establishes a public information period of fifteen calendar days starting from the day following the insertion of the announcement. The count is activated by simultaneous publication in three media:
- The Official Gazette of the Province of Teruel (BOP-TE).
- The local newspaper La Comarca.
- The Electronic Notice Board of the City Council of Valderrobres.
In parallel, the announcement establishes a one-month deadline under Article 16 of Law 11/2005, of December 28, Regulating Public Spectacles, Recreational Activities, and Public Establishments of the Autonomous Community of Aragon. Allegations must be submitted to the Registry of the Municipal Offices.
The activity and its technical documentation
The file refers to the installation of a training and physical conditioning center, a classified activity subject to an environmental license due to its potential environmental and activity impact. The application is accompanied by the following technical documentation:
- Technical Report written by María J. Illán García-Prieto, registered member number 2,217 of Catalonia.
- Report processed without professional association visa, as expressly stated in the announcement.
The promoter of the installation is Miguel Ángel Sánchez Fortuna, who appears as the license applicant before the council. The activity is located on industrial land, in plot 2B of the Torre Sancho estate, a business and logistics environment of the municipality.
Public consultation and notification to interested parties
All documentation of the file will be available to interested parties on the electronic headquarters of the Valderrobres City Council (valderrobres.sedelectronica.es), as well as in the municipal offices during the exhibition period. The announcement further specifies that, in accordance with articles 44 and 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, this publication serves as notification to potential interested parties to whom, for any reason, individual notification cannot be carried out.
The document is electronically signed by the mayor of Valderrobres, Carlos Boné Amela, dated June 10, 2026, and is now disseminated in the provincial bulletin corresponding to September 18, 2026.
Impact for residents and companies
The resolution of the file will determine whether the Quercus training and physical conditioning center obtains the environmental license for classified activities necessary for its operation in the Torre Sancho industrial estate. For residents and companies in the area, this process is the formal channel to examine the project and raise objections regarding noise, mobility, waste, or other impacts derived from the activity. The opening of this period makes file 2026-1869 a matter of public consultation for the coming weeks in Valderrobres.
