Valdepeñas publishes the final guidelines for grants for morning classrooms
Por FactBox Admin

The Valdepeñas City Council has published in full and definitively the regulatory bases for the subsidies destined for family reconciliation projects developed by the parents’ and mothers’ associations (AMPAS) of the municipality, in order to sustain morning classrooms. The text appears in the Official Gazette of the Province of Ciudad Real number 205, dated October 23, 2026, within the City Councils section, and bears announcement number 3437. The initial approval was granted by the Plenary through Agreement 2026-0051, and no claims or allegations were presented during the public information period.
No allegations and with legal backing
The bases are published after the file, processed under number 11344/2026, passed the public exhibition process without objections. The City Council acts under the powers recognized by Article 25 of Law 7/1985, of April 2, on the Bases of Local Government, and adjusts the procedure to the General Subsidies Law 38/2003, of November 17, its Regulation approved by Royal Decree 887/2006, and the municipal General Subsidies Ordinance, approved in an Extraordinary Plenary on December 5, 2016.
The declared objectives are three: to support family and work reconciliation, to promote non-formal education and healthy activities, and to encourage educational association by favoring equality between centers. The text is signed by the mayor, Jesús Martín Rodríguez.
Up to 2,000 euros per project and distribution of the surplus
The call will be resolved under a competitive bidding regime, with a comparison of applications and priority according to the valuation criteria. The key amounts are:
- 2,000 euros as the general maximum amount per project.
- Proportional distribution of the surplus if the approved applications are fewer than ten or if the granted aid does not exhaust the available credit.
- A limit of 100% of the total budget of the submitted project, which shall in no case be exceeded.
- 20 calendar days to submit applications, counted from the day following the publication of the call in the BOP, via the electronic office.
- 10 business days to correct documentation defects.
Eligible expenses will include personnel costs hired to teach the morning classroom and the materials necessary for its development. Beneficiaries may be AMPAs of centers supported by public funds, with a tax domicile in Valdepeñas, non-profit, registered in the Municipal Registry of Entities, and up to date with their tax and Social Security obligations.
Valuation, resolution, and expenditure control
The instruction corresponds to the Education Management Unit and the evaluation to a Grant Valuation Commission composed of the area councilwoman, the head of service, and two technicians with different profiles. The scale allocates 40 points to technical and economic viability, 40 to socio-educational benefit, and 20 to the level of co-financing with own funds. The Local Government Board will resolve, or the mayor by decree if urgent reasons concur, within a maximum period of three months; silence shall be understood as a rejection.
Projects will be executed from January 1 to December 15 of the year of award and must be justified by December 31, with a technical report, an economic report, and invoices. Payment will arrive after the final justification, and the recognition of the obligation will be approved by mayoral decree up to 1,000 euros. The grant is compatible with other aid provided there is no over-financing, and entities must promote the municipal sponsorship using the City Council logo.
Impact for families
The final publication clears the way for the AMPAs (Parents’ Associations) of Valdepeñas to apply for aid that supports a key service for families with school-age children, by covering childcare before school hours. The chosen model, with a ceiling of 2,000 euros per center and distribution of the surplus, prioritizes the highest-rated projects with the greatest own co-financing, such that the final amount will depend on the number of applications and the credit available in each annual call.
