Valdeobispo licita el arrendamiento de siete lotes de su dehesa municipal

The Valdeobispo City Council has announced a public tender for the leasing, in independent lots, of rural lands integrated into the municipal heritage pasture (dehesa) intended for agricultural and livestock use. The agreement was adopted by the Plenary in an ordinary session on September 24, 2026, along with the approval of the specific administrative clauses, and the announcement is published in the Official Gazette of the Province of Cáceres on Friday, October 2, 2026 (official reference BOP-2026-4566). Interested livestock farmers and agriculturists have twenty calendar days to submit their proposals.

The contract is private in nature and is processed with publicity and competition, in accordance with the applicable heritage and local contracting regulations. The announcement was signed in Valdeobispo on September 29, 2026, by the Mayor-President, Juan José García Pañero, and is located in Section I (Local Administration) of the provincial gazette, on pages 22273 to 22275.

Seven lots with minimum annual fee

The tender is divided into independent lots, all located in polygon 4, with a minimum bidding fee that can only be improved upwards:

  • Lot 2: polygon 4, plot 20038, with a minimum annual fee of 1,259.70 euros.
  • Lot 3: polygon 4, plot 30038, with 2,419.57 euros.
  • Lot 4: polygon 4, plot 40038, with 1,709.07 euros.
  • Lot 7: polygon 4, plot 10039 b, with 1,916.98 euros.
  • Lot 8: polygon 4, plot 40039, with 439.26 euros, the lowest of the call.
  • Lot 9: polygon 4, plot 20039 a, with 4,178.66 euros, the highest.
  • Lot 10: polygon 4, plot 20039 b, with 2,898.48 euros.

Irrigation expenses, including fees, tariffs, quotas, and other amounts settled by the Tagus Hydrographic Confederation, the Irrigation Community of the Left Bank of the Alagón River, or the competent body, shall be borne by the successful bidder and will be charged separately in proportion to the irrigated hectares of each lot.

Duration, guarantee, and award criteria

The lease contracts will extend from the date of their formalization until September 30, 2031, at which date they will be terminated without the possibility of tacit extension. The person proposed as the successful bidder must establish a definitive guarantee of 5 percent of the awarded annual fee prior to the formalization of the contract.

The award will be decided by the offer with the highest total score, distributed as follows:

  • Economic offer: up to 70 points.
  • Additional commitments for the conservation of the lot: up to 15 points.
  • Conservation of existing infrastructure: up to 15 points.

The opening of the proposals corresponds to the Evaluation Committee, which will apply the specific rules and commitments provided for in the specifications.

Submission of offers and consultation of the file

Proposals for each lot shall be submitted to the General Registry of the Valdeobispo City Council, in person during public office hours, or through the municipal Electronic Office, within a period of twenty calendar days starting from the day following the publication of the announcement in the provincial bulletin, that is, until October 22, 2026. They may also be sent by any of the means set forth in Article 16.4 of Law 39/2015, of October 1, and legal entities and other obligated subjects must interact electronically with the Administration.

Each proposal shall be integrated into two separate closed envelopes—or two electronic files identified as “File A. Administrative Documentation” and “File B. Economic Offer and Scorable Commitments”—containing the responsible declaration in accordance with Annex II and the economic offer in accordance with Annex III. Definitive supporting documentation will only be required from the person proposed as the successful bidder. The specifications and the rest of the file may be consulted at the municipal Secretariat during the submission period, as well as on the electronic office and the notice board.

The call opens the possibility for livestock farmers and farmers in the area to access municipal-owned pastures and lands with contracts of up to five years, in a region where the dehesa sustains a large part of the agricultural activity. The lowest minimum fee, 439.26 euros per year, lowers the entry barrier for small holdings, while the score awarded for the conservation of the lot and existing infrastructure conditions the result on land maintenance commitments.
