Valdemoro reorganizes municipal competencies after lifting cyberattack deadlines
Por FactBox Admin

The Valdemoro City Council has published Decree 2470/2026, dated September 25, in the Official Gazette of the Community of Madrid, which reorganizes municipal competencies following the cyberattack suffered on May 5, 2026. The resolution, signed by the mayor-president David Conde Rodríguez, removes from the Local Government Board the resolution of recusal causes for municipal staff and delegates it to councilwoman Lidia Vidal Quirós. The text appears in BOCM number 239, dated October 7, 2026, section III (Local Administration), page 186, with the reference BOCM-20261007-67.
The decree is based on the background the City Council has carried for five months. Decree E_2026 1, issued following the computer attack, determined the suspension of deadlines and procedures, which led to an accumulation of stalled files. To this was added that Decree 1556/2024 had delegated competencies to the Local Government Board, a body that has been unable to convene a session since May 5 because the governing body application was affected.
The reactivation of deadlines arrived earlier through another route: Decree 2455/2026, dated September 24, published in BOCM number 237, dated October 5, 2026, page 192, agreed to lift the suspension of all administrative deadlines that remained stalled and nullified Decree E-2026 1. That same text distributed competencies among several council members while the Board is unable to meet.
A distribution of competencies while the Board cannot meet
Decree 2470/2026 modifies Decree 1556/2024 to leave the Local Government Board without a specific competency until the situation generated by the cyberattack is resolved:
- The resolution of recusal causes that may be raised regarding personnel in the service of the municipal Administration.
This attribution is delegated to Lidia Vidal Quirós, councilwoman-delegate for Human Resources, Patrimonial Liability, and Internal Regulations, who adds it to those already conferred by Decree 2455/2026, dated September 24, and those of Decree 3796/2025. The delegation will extend for the remaining time until the Local Government Board can meet ordinarily.
The decree enters into force upon its signing, in accordance with Article 39 of Law 39/2015 on Common Administrative Procedure, and will be published on the notice board, on the Valdemoro City Council website, and in the BOCM, in addition to being forwarded to the departments and the members of the Board.
The technical reports that endorsed the return to normalcy
Two reports from the Information Technology area support the de-escalation:
- August 21, 2026, report with validation code NJMOF-VR7O4-V38S7: declares the application 100% operational, with Sicalwin for accounting management, GPA for municipal inventory, and Firmadoc as the document manager and electronic signature tool, with the exception of decrees, which would not be operational until September 14, 2026.
- September 22, 2026, report with validation code QAUOZ-8Z3GV-WLY1F: the ICT manager reports favorably that the General Secretariat promote the lifting of the suspension of deadlines, as the operational capacity for the ordinary management of procedures and services has been recovered.
The first report warned that the functionalities for Governing Bodies (convocation of the Government Board, commissions, and plenaries) were still pending adaptation.
The administrative de-escalation calendar
- September 11, 2026: decree E_2026 270 lifts the suspension of deadlines for urban planning files effective from September 14 and delegates those competencies to the Councilor for Urban Planning (BOCM number 226, September 22, 2026, page 128).
- September 24, 2026: decree 2455/2026 lifts the suspension of all administrative deadlines and distributes competencies among José Javier Cuenca Alcázar (Economy and Finance), Lidia Vidal Quirós (Human Resources), and Rosa Amelia González González (Urban Planning).
- September 25, 2026: Decree 2470/2026 closes the adjustment with the recusal of municipal personnel.
For residents and companies, the practical effect is that files, licenses, and procedures frozen since May 5 resume, although the City Council maintains an extraordinary distribution of competencies until the Local Government Board recovers its ordinary operation.
