Valdemoro reanuda plazos y trámites tras el ciberataque del 5 de mayo

The Valdemoro City Council has lifted the suspension of all administrative deadlines that remained paralyzed due to the cyberattack suffered on May 5, 2026. The measure is adopted through decree 2455/2026, dated September 24, signed by the mayor-president David Conde Rodríguez, and published in BOCM no. 237, dated October 5, 2026 (reference BOCM-20261005-78).

The decree is based on the background of the incident: decree E_2026 1 determined the suspension of deadlines and procedures following the cyberattack, which led to an accumulation of paralyzed files, especially in the urban planning area. Additionally, decree 1556/2024 had delegated powers to the Local Government Board, a body that has been unable to convene a session since May 5 because the governing body application was affected.

The resolution is supported by article 21.1 of Law 7/1985, regulating the Bases of the Local Regime, and articles 43.3 and 44 of the Regulation on the Organization, Operation and Legal Regime of Local Entities (Royal Decree 2568/1986).

Technical reports certifying recovery

The file is supported by two reports from the ICT department:

  • Report dated 8/21/2026, prepared by Ms. Amba, with validation code NJMOF-VR7O4-V38S7: declares the application 100% operational, with Sicalwin as the accounting management tool, GPA for the municipal inventory, and Firmadoc as the document manager and electronic signature, with the exception of the signing of decrees, which would not be effective until September 14, 2026.
  • Report dated 9/22/2026, from the same ICT manager, with validation code QAUOZ-8Z3GV-WLY1F: reports favorably on lifting the suspension, as the recovery of the City Council’s operational capacity for the ordinary management of procedures and services has been verified.

Delegation of powers to unblock management

The decree also modifies decree 1556/2024 and distributes powers among three councilors, who add them to those conferred by decree 3796/2025, while the Local Government Board is unable to meet ordinarily:

  • José Javier Cuenca Alcázar, delegated councilor for Economy and Finance: public sector procurement, subsidies and grants, treasury operations (up to 15% of settled current income), agreements, extrajudicial credit recognitions (up to 10% of ordinary resources), authorization of obligations exceeding 50,000 euros, ex officio review, and return of guarantees.
  • Lidia Vidal Quirós, delegated councilor for Human Resources, Patrimonial Liability, and Internal Regulations: appointment and sanctions of personnel, excluding the separation from service of civil servants and the dismissal of labor personnel, training plans, and patrimonial liability.
  • Rosa Amelia González González, delegated councilor for Urban Planning: expands the competencies already conferred by decree E_2026 270, of September 11, with development planning instruments, urban management, urbanization projects, works and services projects, and compulsory expropriation.

Entry into force and effects

The decree enters into force upon its signing, in accordance with article 39 of Law 39/2015 on Common Administrative Procedure, and renders decree E-2026 1 null and void. It is published on the notice board, on the Valdemoro City Council website, and in the BOCM, and is forwarded to the municipal departments and the members of the Local Government Board. The text occupies section III, Local Administration, of the bulletin, on pages 192 to 195.

The reactivation of the deadlines restores ordinary processing to the files of residents and companies that had been stalled for nearly five months, particularly building and activity licenses, responsible declarations, and urban planning procedures. Interested parties should note that the counts resume from the entry into force of the decree, without the already initiated deadlines being extended.
