Valdelacasa de Tajo municipalizes nursing home and day center

The Plenary of the City Council of Valdelacasa de Tajo, in an extraordinary and urgent session held on July 23, 2026, initially approved the municipalization and assumption of the public service of the Elderly Residence and Day Center of the municipality. The agreement was published this Tuesday, August 18, 2026, in the Official Gazette of the Province of Cáceres (No. 0157), Section I — Local Administration, under the official reference CVE: BOP-2026-3919.

The notice was signed on August 17, 2026, by the mayor-president, Juan Antonio Orgaz Rodríguez. The administrative act falls within the capacity of the Extremaduran municipality to directly assume essential public services for the care of the elderly, providing them with their own legal framework.

Origin of the process: a municipal study commission

The initiative does not arise spontaneously. Previously, on July 14, 2026, the Plenary established a Study Commission that formulated and adopted the Justificatory Report for the municipalization of the service. This technical document, together with the Regulations governing the service, was taken into consideration as a prior step to the initial approval.

The Report and the Regulations are jointly submitted to public information and hearing of interested parties. Citizens may examine the complete file at the City Council Secretariat during public service hours, as well as on the electronic headquarters and on the municipal notice board.

Capacity and management model

The agreement initially configures the service with a specific capacity:

• Elderly Residence: 48 places.
• Day Center: 12 places.

The chosen form of management is indirect management through a service concession contract, without prejudice to the determinations established in the contracting file and in the specifications approved by the competent contracting body.

However, the agreement clarifies that the effective capacity, opening, and operation of the center are conditional upon obtaining the administrative and sectoral authorizations required by the Junta de Extremadura, the Extremaduran Service for the Promotion of Autonomy and Care for Dependency (SEPAD), and the other competent administrations.

Deadline for submissions and next phase

The public information period is thirty business days, counted from the day following the publication of the notice in the BOP of Cáceres. During this period, interested parties may submit observations, claims, allegations, or suggestions by presenting them at the General Registry of the City Council or by any other means admitted by the regulations on common administrative procedure.

Once the procedure has been completed, a certification shall be issued regarding the existence or non-existence of allegations. In relation to the Report and the municipalization, the file shall be submitted again to the Plenary for its final approval. As for the Regulations, if no claims are submitted, the initial agreement shall be deemed definitively adopted without the need for a new express Plenary agreement.

Separation of procedures

The announcement expressly states that the initial approval does not yet imply the approval or publication of the future tender for the concession of services. Said tender must be processed in a separate file once the legal regime of the service has been definitively established and the corresponding procedures have been completed. The resolution of possible allegations to the Regulations shall be submitted to the Plenary for its resolution and, where applicable, final approval.
