Valdelacalzada aprueba su plan municipal frente al riesgo de inundaciones

The Plenary of the Valdelacalzada City Council approved the Municipal Action Plan for Flood Risk during an ordinary session held on September 24, 2026. The agreement is published in the Official Gazette of the Province of Badajoz on Thursday, October 1, 2026, within the Local Administration section, under the reference Announcement 3818/2026. The document is available to interested parties on the municipal electronic office, https://valdelacalzada.es, and at the Municipal Secretariat.

The plan is the planning instrument through which the municipality organizes its response to flood emergency situations. The announcement, signed by Mayor Francisco Javier Hormigo Oliva, is limited to publicizing the plenary agreement and indicating the points where the text can be consulted, without detailing technical content, deadlines, or figures.

The regulatory framework of these instruments

Municipal action plans against flood risk are framed within state and regional civil protection regulations, as reflected in the files published in the same provincial gazette:

  • Law 17/2015, of July 9, on the National Civil Protection System.
  • Royal Decree 524/2023, of June 20, approving the Basic Civil Protection Standard.
  • Royal Decree 893/2013, of November 15, approving the Basic Guideline for civil protection planning for flood emergencies.
  • Law 10/2019, of April 11, on civil protection and emergency management of the Autonomous Community of Extremadura.
  • Decree 32/2023, of April 5, regulating the Registry of Civil Protection Plans of Extremadura and its regime of approval, maintenance, and implementation.
  • Special Civil Protection Plan for Flood Risk in the Autonomous Community of Extremadura (INUNCAEX), which requires municipalities with higher danger levels to have a specific plan.

Public consultation of the document

The Valdelacalzada City Council indicates that the plan can be examined both in the electronic office and at the Municipal Secretariat, under the terms provided by the applicable regulations. The announcement is published “for general knowledge,” without opening a public information process or setting a deadline for allegations, unlike the initial approval procedures.

A wave of plans in the province

The approval in Valdelacalzada adds to a series of similar agreements processed by councils in Badajoz in recent weeks, all of which were published in the Official Gazette of the Province of Badajoz:

  • Mérida: approved by the Local Government Board on September 24, 2026, following the favorable report from the Permanent Civil Protection Commission of Extremadura on August 25 (Announcement 3778/2026).
  • La Roca de la Sierra: approved by the Plenary on September 24, 2026, with a favorable regional report from August 5 (Announcement 3780/2026).
  • Villar de Rena: approved by the Plenary on September 18, 2026 (Announcement 3718/2026).
  • Villalba de los Barros: approved by the Plenary on September 1, 2026 (Announcement 3515/2026).
  • Torremayor: initial approval by the Plenary on August 26, 2026, subject to public consultation for thirty days (Announcement 3557/2026).

Impact for residents

The plan defines the organization of municipal services and resources in the event of flooding and the coordination mechanisms with other competent civil protection bodies, therefore directly affecting the safety of the population and the planning of the municipal district. Its publication in the official bulletin validates and publicizes the agreement and allows any resident the possibility of consulting the full document.
