Valdehúncar opens its citizen energy community for public consultation

The Valdehúncar City Council has opened for public consultation the file to establish a Citizen Energy Community to provide energy services in the municipality. The decision was adopted by Mayoral Resolution on September 29, 2026, and published in the Official Gazette of the Province of Cáceres on Monday, October 5, 2026, number 0190, page 22740, with official reference BOP-2026-4639. Interested parties have thirty calendar days to consult the documentation and submit allegations.

The announcement is based on article 97.1.c) of Royal Legislative Decree 781/1986, of April 18, which approves the Revised Text of the legal provisions in force regarding the Local Regime, which requires files relating to the exercise of economic activities by local entities to be submitted for public consultation. The mayor’s resolution is also issued by delegation of the Municipal Plenary, in a session held on May 27, 2025.

An association to provide energy services

The municipal agreement takes into consideration the Justification Report on the convenience and opportunity of exercising the activity for the provision of energy services through a Citizen Energy Community. The legal formula chosen to articulate the project is that of an Association.

Along with the report, the file incorporates two other documents that are also on display:

• The pricing project for energy services.
• The draft Statutes of the community.

Thirty days to consult and object

The Justification Report, the pricing project, and the draft statutes can be consulted at the municipal offices of the Valdehúncar City Council, during public office hours from Monday to Friday, from 9:00 to 14:00 hours.

The exhibition period is thirty calendar days and begins the day following the publication of the announcement in the Official Gazette of the Province of Cáceres, that is, starting from October 6, 2026. During this period, allegations and claims may be submitted to the City Council through any of the means established by Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Documentation and channels for claims

The file is processed under the designation of public information of the Citizen Energy Community file and affects the entire municipal area, as the projected activity aims to provide energy services in Valdehúncar.

The announcement is signed by the mayor, Isidro Nuevo Ferreras, and is dated in Valdehúncar on September 29, 2026. The publication includes the electronic verification system of the provincial bulletin, which allows the authenticity of the announcement to be verified through the headquarters of the Official Gazette of the Province of Cáceres.

The processing does not yet imply the effective constitution of the community: the City Council is limited to gathering the opinion of the residents and granting a hearing to those who may be affected before resolving the case file.

A preliminary step toward definitive constitution

The opening of this procedure places Valdehúncar among the municipalities exploring citizen-based energy self-management formulas, a model that allows residents to group together to produce, consume, or share energy under their own legal personality. For residents, the open period is the only formal opportunity to examine the projected prices and the operating rules of the future association before the City Council makes a final decision. Those who do not submit allegations within the deadline will lose the opportunity to influence the content of the statutes and the economic regime of the project.
