Valdefresno approves an extraordinary credit of 479,400 euros for investments

The City Council of Valdefresno has finalized the credit modification file 2/2026, in the form of an extraordinary credit and credit supplement, for a total amount of 479,400 euros. The agreement, provisionally approved in the plenary session of August 6, 2026, and not appealed during the public exhibition period, is published in the Official Gazette of the Province of León no. 185, dated September 28, 2026, with reference BOP-LE-2026-185014.

The publication is carried out for the purposes of article 169.3 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires the insertion in the gazette of the increase produced in each expenditure chapter along with the financing that supports it. Since no claims were filed, the initial plenary agreement was automatically elevated to final, in accordance with section 2 of point 2 of the plenary session of August 6, 2026.

Expenditure distribution by chapters

The credit increase is distributed among three chapters of the municipal budget:

• Chapter I, Personnel expenses: 12,000.00 euros.
• Chapter II, Current goods and services: 127,500.00 euros.
• Chapter VI, Real investments: 339,900.00 euros.
• Total: 479,400.00 euros.

The bulk of the committed expenditure is concentrated in real investments, which absorb 339,900 euros, slightly more than seventy percent of the total. This is followed by current goods and services, with 127,500 euros, while the item allocated to personnel is limited to 12,000 euros.

Financing with surplus and new income

The operation is financed entirely with own resources and new income forecasts, without recourse to debt:

• Treasury surplus for general expenses: 253,400.00 euros.
• New income forecasts: 201,000.00 euros.
• Higher income: 25,000.00 euros.
• Total: 479,400.00 euros.

The treasury surplus provides more than half of the financing, 253,400 euros, while new income forecasts total 201,000 euros and higher income, 25,000 euros.

Deadlines and means of appeal

The announcement warns that a contentious-administrative appeal may be filed against the plenary agreement before the High Court of Justice of Castilla y León within two months from the publication of the announcement. The document appears signed by the mayor, Carlos C. Gutiérrez Gutiérrez, in Valdefresno on September 25, 2026.

The final approval closes the processing of the file and enables the council to execute the committed expenses. For the residents, the relevance lies in the volume of the operation: nearly half a million euros mostly destined for real investments and covered without indebtedness, at the expense of the accumulated treasury surplus and additional income planned for the fiscal year.
