Valdeavellano de Tera opens for public allegations the urbanization of four VPO plots

The Valdeavellano de Tera City Council has initially approved the technical report for the urbanization works and the provision of urban networks to open a new street and four subsidized housing (VPO) plots in the municipality, and is submitting it for public review for ten calendar days. The announcement is published in the Official Gazette of the Province of Soria no. 120, Monday, October 19, 2026, in section II. Local Administration, with the official reference BOPSO-120-19102026. The period for filing objections begins the day following the publication, that is, October 20, and extends until October 29, 2026.

The text is signed by the mayor, Laura Concepción Prieto Arribas, in Valdeavellano de Tera on October 15, 2026, and the technical report was drafted by the technician Ángel Millán de Miguel. The action is identified as work no. 262 of the Provincial Plans 2026-2027, the cooperation program through which the Provincial Council of Soria finances municipal investments in the towns of the province.

A new street and four subsidized housing plots

The objective of the project is twofold: on one hand, the opening of a new street in the urban center; on the other, the provision of urban networks—the service infrastructures that make the land buildable—to enable four plots destined for subsidized housing (VPO). Urbanization is, therefore, the essential preliminary step so that these four plots can be built upon and, later, allocated as VPO.

The announcement does not detail the budget, areas, or execution deadlines: it is limited to the initial approval of the technical report and the opening of the public exhibition process, so those figures must be consulted in the documentation deposited at the City Council.

Ten calendar days to examine and object

The procedure is supported by Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which requires giving a hearing to interested parties before resolving procedures that affect them. Specifically:

• Deadline: ten calendar days from the day following the publication of the announcement, from October 20 to 29, 2026.
• Where to consult: at the municipal offices of Valdeavellano de Tera.
• Who can object: any interested party.
• What can be submitted: any objections deemed relevant regarding the project.

The framework: the Provincial Plans 2026-2027

The work is part of the provincial cooperation plan of the Provincial Council of Soria for the 2026-2027 biennium, the instrument through which the provincial institution co-finances works within the jurisdiction of city councils and smaller local entities. The Council has already opened the call for the following year: the guidelines for the Provincial Plans 2027-2028 were published in the Official Gazette of the Province of Soria no. 100, dated August 28, 2026, with an application deadline of October 31, 2026, and with municipalities of fewer than 20,000 inhabitants as beneficiaries.

The promotion of protected housing in the province thus continues its administrative course in various municipalities. For instance, bulletin no. 101, dated August 31, 2026, published the guidelines for the allocation of nine official public protection housing units in Almarza, four of which are in the La Rañe de Tera urbanization.

Why it matters

The urbanization of these four plots conditions the future supply of protected housing in Valdeavellano de Tera: without streets and networks, there are no buildable plots and, therefore, no allocatees. The allegations process is the final window for neighbors, owners of adjacent land, and any interested party to review the project before it is definitively approved.
