The Neighborhood Council of the Real Concejo de Valdeón has definitively approved credit modification file number 1/2026 of the current budget, in the form of a credit supplement financed by the liquid treasury surplus. The agreement, signed in Posada de Valdeón on August 31, 2026, by the president Jose Carlos Sadia Cuevas, is published in the Official Gazette of the Province of León, number 167, dated September 2, 2026, page 27.
The operation is published for the purposes of article 169.1, by referral of 177.2, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The supplement amounts to a total of 288,000 euros, which are allocated entirely to investments in the assets of the minor local entity.
Destination of funds
The credit supplement is divided between two expenditure applications of the entity’s budget:
- Buildings and other constructions (application 459 622): credits increase from 299,000.00 to 489,000.00 euros, with a modification of 190,000.00 euros.
- Investments in land (application 920 610): credits increase from 194,850.00 to 292,850.00 euros, with a modification of 98,000.00 euros.
The sum of both modifications, 288,000.00 euros, coincides with the total amount of the approved supplement.
Financing with treasury surplus
The modification is financed by the treasury surplus from the previous year, without resorting to new debt or increased income. Specifically, a supplement is applied to income concept 870.00, “Treasury surplus for general expenses”, for the amount of 288,000.00 euros, which increases from initial credits of 0 to final credits of 288,000.00 euros.
Appeals against the agreement
Against the agreement, and by virtue of the provisions of article 171 of the Recast Text of the Law Regulating Local Treasuries, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established in articles 25 to 42 of Law 29/1998, of July 13, regulating said jurisdiction. However, pursuant to article 113.3 of Law 7/1985, the filing of the appeal shall not by itself suspend the effectiveness of the contested act or agreement.
The definitive approval of this supplement allows the Real Concejo de Valdeón to strengthen its investment capacity for the 2026 fiscal year, financing the improvement of buildings and the acquisition or conditioning of land with its own resources, without increasing the tax burden on residents or resorting to debt.
