The Val do Dubra City Council has definitively approved three credit modification files for the municipal budget, with a combined amount of 492,838.65 euros. The definitive approval was published in the Official Gazette of the Province of A Coruña number 173, dated September 10, 2026, via announcement 2026/5866.
The files, which correspond to references 2026/T002/000029, 2026/T002/000030, and 2026/T002/000031, were initially approved by the Plenary in the session of July 16, 2026, and submitted for public exhibition in BOP number 138, dated July 23, 2026. After the fifteen-day period passed without any claims being filed, they were definitively approved in accordance with articles 169 and 177.2 of Legislative Royal Decree 2/2004, of March 5, which approves the Revised Text of the Law regulating local finances.
Three files, three purposes
The approved modifications are divided between an extraordinary credit, a credit supplement, and a second extraordinary credit, with different purposes:
- File 29/2026 (extraordinary credit, €151,217.89): allocation for the payment of nominative subsidies, purchase of the land for the Bembibre Church Square, improvement of the access road to the Home Project, improvement of the Bembibre Church Square, civil protection plan against the risk of fires, road railings, and protection measures.
- File 30/2026 (credit supplement, €244,766.45): payment of pending interest from the 2023 and 2024 fiscal years, improvement of the road from Arnexo to DP 1914 and other POS+2025 projects, completion of the urbanization of Rúa Corredoira in Bembibre, improvement of the road from Rebordelos to Albagueira, improvement of the road of Lugar Pequeno de Malvárez, improvement of the supply network of Carlexo and Buiro, extension of sanitation and supply networks at the access to Pedragosa, improvement of storm drains in Cerradelo, improvement of water supply networks, and expenses for area 3 (education, popular festivals, sports facilities, and sports).
- File 31/2026 (extraordinary credit, €96,854.31): cancellation of commercial debt corresponding to the 2025 fiscal year, including invoices from account 413 “Creditors for obligations pending application to the budget” as of 12.31.2025.
Budgetary Impact
Following these modifications, the Council’s expenditure budget extended for 2026 stands at a total of 6,382,497.35 euros, while the income status reaches 6,466,415.36 euros, with a difference of 83,918.01 euros. Current expenditure operations total 3,125,534.31 euros and capital operations total 3,181,409.87 euros.
The announcement, signed by Mayor Diego Luís Díaz Méndez in Val do Dubra on September 7, 2026, reminds that, according to article 171.1 of Royal Legislative Decree 2/2004, a contentious-administrative appeal may be filed before the corresponding chamber of the High Court of Justice of Galicia within two months of publication, without the filing suspending the effectiveness of the agreement on its own.
A boost to public works and financial health
The approval of these credits represents a direct injection for the improvement of roads, supply and sanitation networks, and public spaces in various parishes of the municipality, while allowing for the regularization of the outstanding commercial debt from 2025. For the residents of Val do Dubra, the measure translates into concrete works for accessibility and basic services, as well as a healthier budgetary management for the coming years.
