Vacancy for the position of Director of the DDETS of Pas-de-Calais

The Ministry of the Interior has published in the Official Journal of the French Republic (JORF No. 0213 of September 12, 2026) a vacancy notice for the position of Departmental Director of Employment, Labor, and Solidarity (DDETS) for Pas-de-Calais, referenced NOR INTP2624117V. This leadership position, which will soon become vacant, is based at 14 voie Bossuet in Arras and involves the management of a structure of 160 agents from several ministries. A strategic position under the authority of the prefect
Under the responsibility of the departmental prefect, the departmental director contributes to the implementation of public policies regarding employment, labor, and social cohesion. They implement the prefect’s roadmap and lead a structure placed under their hierarchical authority, in accordance with Decree No. 2020-1545 of December 9, 2020, with the exception of labor law enforcement actions carried out under the authority of the DREETS.
The missions of the DDETS, defined in Article 4 of this decree, notably cover:
- the effectiveness of labor law and the protection of employees;
- the development of employment, professional integration, and training;
- the inspection of social establishments and services;
- the management of humanitarian mechanisms for the benefit of migrant populations on the coast;
- the local implementation of social emergency, housing, and access to accommodation policies;
- the prevention and fight against exclusion and the protection of vulnerable persons.
The director is assisted by two deputy departmental directors, one in charge of labor policies and economic changes, and the other in charge of social cohesion, employment, and integration policies.
A territory with major migratory and social challenges
With a population of 1,479,365 inhabitants (the 8th largest department in France), Pas-de-Calais covers a very extensive territory of 6,717 km², including 140 km of coastline and 887 municipalities grouped within 19 EPCI (intermunicipal cooperation bodies). The department is characterized by a high level of precariousness, a proportion of young people higher than the national average, and a major impact from the migratory phenomenon.
This highly decentralized administrative organization includes 7 sub-prefectures, 4 prosecutor’s offices, two departmental units of the DREAL, and 4 control units of the DDETS. The incumbent must be active in the field, in close proximity to the sub-prefects, and give priority to migratory issues and the humanitarian care of the populations concerned.
Employment conditions and recruitment procedure
The position, classified in group II, is to be filled under the conditions provided for by the general code of the public service and decree no. 2019-1594 of December 31, 2019, relating to State management positions. The holder will be appointed for a term of four years, renewable up to a total duration of six years, with a probationary period of 6 months.
Remuneration consists of a salary index component and an indemnity component (RIFSEEP), of which the annual indemnity supplement (CIA) can reach €33,000 gross, with an average reference amount of €5,823 gross. The recruiting authority is the Secretary General of the Ministry of the Interior, while the authority to whom the position reports is the Prefect of Pas-de-Calais.
Candidates must demonstrate at least 6 years of experience in the direct management of a significant department.
