Utrera: the Regional Government calls for prior expropriation records for a power line

The Territorial Delegation in Seville of the Regional Government of Andalusia (Junta de Andalucía) has called for the drafting of records prior to the occupation of certain estates affected by the construction of electrical evacuation infrastructures associated with a generation facility in Utrera (Seville). The appearance of the owners will take place on December 2, 2026, during the morning session, at the Utrera Town Hall. The announcement is published in the Official Gazette of the Province of Seville No. 191, dated Thursday, October 1, 2026, with official reference CVE: BOP-SE-2026-191032.

Declaration of public utility and background

The procedure stems from the Resolution of February 6, 2025, issued by the Territorial Delegation in Seville of Economy, Finance and European Funds and of University, Industry, Energy and Innovation, which specifically granted the declaration of public utility for the purposes of compulsory expropriation of the assets and rights necessary for the establishment of the infrastructure and for the imposition and exercise of the right-of-way easement.

The requesting company thus acquires the status of beneficiary in the expropriation file, in accordance with Article 2.2 of the Compulsory Expropriation Law. The administrative data of the file are as follows:

An overhead line of 1.076 kilometers in the Las Bodegas area

The affected installation is the one named “Nueva LAMT 15(20) kV para cierre entre LMT Casablanc_ de S.E. Morera y LMT Aguardient de S.E. Utrera, P-7844M”, located in the municipality of Utrera. Its purpose is the closure between two medium-voltage lines, located in the “Las Bodegas” area.

The technical characteristics of the power line are:

• Operating voltage: 15 (20) kV

Staggered summons of the owners

The order of the drafting of records will be communicated to each interested party through the appropriate summons notice, and the list of summoned owners is posted on the notice board of the Utrera Town Hall and as an annex to the announcement. The planned schedule is as follows:

• 10:00 — Dolores Sánchez Expósito and Francisco Sánchez Expósito (plot 168, polygon 12)
• 10:30 — Laura Sánchez Serrano and Manuel Torres Castillo (plot 210, polygon 12)
• 11:00 — Heirs of José María Rodríguez Debe and María Torres López (plot 167, polygon 12)
• 11:30 — José Arcos Payán (plot 166, polygon 12)
• 12:00 — Heirs of Francisco Valero Rojas and Consolación Florindo Durán (plot 211, polygon 12)
• 12:30 — Soraya Valero Florindo (plot 212, polygon 12) and Explotaciones Agrícolas Ayala S.L. (plot 229, polygon 12)

If due to force majeure the act cannot be held, it is understood that it will be moved to the first following business day, at the same time.

Procedures and rights of the affected parties

Interested parties, as well as those who hold any type of rights or interests over the affected assets, must attend personally or be represented by a duly authorized person, providing documents proving their ownership and the latest receipt of the Property Tax (IBI). They may be accompanied, at their own expense, by an expert and a notary if they deem it appropriate. If a written agreement already exists with the beneficiary company, attendance will not be necessary, provided that said agreement is submitted.

The announcement will be notified to the affected town halls and to the interested parties with a known address, and will serve as notification to those unknown or with an unknown address for the purposes of article 44 of Law 39/2015, of October 1. Until the payment and occupation records are drawn up, interested parties may submit written allegations to the Delegation to correct possible errors in the description of the properties and examine the file. The call opens a period of two months for the owners of the affected plots in polygon 12 of Utrera to prepare their documentation and, if applicable, present allegations or agreements with the beneficiary before the effective occupation of the land.
