Utrera admits the expansion of its municipal cemetery for processing

The Utrera City Council has admitted for processing the action project for the expansion of the Municipal Cemetery, an extraordinary action on rural land that now opens a one-month period for the submission of allegations. The decision was adopted by Mayoral Decree number 2026/5228, dated August 17, 2026, and is published in the Official Gazette of the Province of Seville number 161, dated Thursday, August 20, 2026 (reference BOP-SE-2026-161012).

The expansion is projected over part of Cadastral Plot 137 of Polygon 5 of Utrera, with cadastral reference 41095A005001370000AO, registered estate 30.041 and part of estate number 24876. The technical document, titled “Action Project for prior municipal authorization of extraordinary action on rural land for the expansion of the municipal cemetery of Utrera (Seville)”, was drafted by the architect Mr. Pedro Pérez de Guzmán Albarracín and registered with entry number 2026/32583 on July 24, 2026.

The processing is supported by Article 22.5 of Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), in connection with Article 35.1 of its General Regulation, which regulate the prior municipal authorization of extraordinary actions on rural land and the public information procedure.

The action has relevant municipal precedents. The City Council Plenary, in an ordinary session on October 30, 2025, approved the Utrera City Council Works Plan 2025-2027, in which action number seven, “Expansion of the municipal cemetery”, was declared of public utility for the purpose of expropriating the affected properties. There is also Works File number 012726000066, which includes the Basic Expansion Project of the cemetery.

Technical documentation submitted

The file incorporates several technical and administrative documents:

  • Action Project drafted by the architect Mr. Pedro Pérez de Guzmán Albarracín, with entry registration 2026/32583 dated 07/24/2026, non-certified, accompanied by the Responsible Declaration for non-certified technical documentation (registration 2026/33944 dated 08/05/2026).
  • Health Impact Assessment (HIA) technical document for the expansion, drafted by Mr. Andrés Ferrer Santiago, graduate in Environmental Sciences, with entry registration 2026/33098 dated 07/29/2026.
  • Simple registry note of estate 24876, issued on 08/11/2026.
  • Certificate with CSV 07E90040BB0000M4G2H6D7K5M0 of the plenary agreement of October 30, 2025.
  • Basic Expansion Project, also drafted by Mr. Pedro Pérez de Guzmán Albarracín, with entry registration 2026/32861 dated 07/28/2026.

Period for allegations and consultation

The announcement, signed by the acting general secretary of the City Council, Irene Corrales Moreno, opens a period of one (1) month for interested parties to submit any allegations they deem appropriate, starting from the date of publication in the BOP of Seville. The expansion of the municipal cemetery directly affects the residents of Utrera and the urban planning of the municipality, as it involves an action on rural land that will require the expropriation of part of the affected properties. Citizen participation during the month of allegations will be key to defining the final scope of a project that responds to the need to expand the capacity of the local cemetery.
