Public utility of the new Monesterio electrical transformation center

The General Directorate of Industry, Energy and Mines of the Regional Government of Extremadura has specifically declared as being of public utility the facilities of the project New transformation center 201028 CT28MO “parking lot” and the medium-voltage underground line that will connect transformation centers 201001, 201012, and 201002, in the municipality of Monesterio. The resolution, issued by the Industrial, Energy and Mining Planning Service, is published in the Official Gazette of the Province of Badajoz number 172, dated September 9, 2026, under announcement 3479/2026 and file 06AT-14208-18536.

The declaration is granted at the request of Distribuidora Eléctrica Monesterio, SL, with registered offices at calle Pastor y Landero, 3, Seville, which submitted its request on February 5, 2026. The recognition of public utility implies the necessity of occupying the affected assets and rights and entails urgent occupation for the purposes of Article 52 of the Law of December 16, 1954, on Compulsory Expropriation.

The resolution is issued in accordance with Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 1955/2000, of December 1, and Decree 221/2012, of November 9, which grant the Autonomous Community of Extremadura exclusive competence over energy distribution and transport facilities within its territory. The project also has prior administrative and construction authorization granted by the same General Directorate on the date of this resolution.

During the processing, public information was provided through publications in several media:

  • Notice board: May 28, 2026.

No objections were filed during the public information period, nor were any conditions received from public administrations or public utility companies.

Technical Characteristics of the Facilities

The project, located at Paseo de Extremadura and surroundings (06260, Monesterio), includes a new transformation center in a prefabricated concrete building and several medium-voltage underground lines:

  • MV underground line from CT 201001 “Huerta de Murcia” to the new CT 201028, with RHZ1 18/30 kV 1x240 mm² cable, 360 meters long.
  • MV underground line from the new CT 201028 to CT 201012 “Los Rosales”, 660 meters long.
  • MV underground line from CT 201012 to CT 201002 “Mola”, 375 meters long.
  • Low-voltage underground lines of approximately 12 meters to connect the four existing outlets.

The center will house two isolated line cells and SF6 switches of 400 A and 20/24 kV, two fuse-break cells, two oil-filled power transformers of 630 kVA, and two low-voltage panels. Additionally, a line cell with motorized control will be installed in CT 201001.

Conditions and resources

The company is obliged to comply with the regulations of the electricity sector and to adhere to the submitted project, such that any modification will require prior authorization. This resolution is issued without prejudice to the municipal licenses and permits necessary for the execution of the works. An administrative appeal may be filed against this resolution, which does not exhaust the administrative route, before the General Directorate of Industry, Energy and Mines within a period of one month.

The declaration of public utility represents a decisive step for the modernization of the electrical grid of Monesterio, by allowing the distributor to occupy the necessary land and urgently execute infrastructures that will reinforce the supply and capacity of the medium-voltage network in the municipality, for the benefit of the residents and local economic activity.
