USITC advances trade reviews on steel pipe and silicon metal

The U.S. International Trade Commission (USITC) has issued determinations and scheduling notices in trade remedy reviews covering welded line pipe from South Korea and Turkey and silicon metal from Bosnia and Herzegovina, Iceland, Kazakhstan and Malaysia. The notices appear in the Federal Register of September 3, 2026 (FR Doc. 2026-18005).
The reviews are conducted under the Tariff Act of 1930 (19 U.S.C. 1675(c)). The Commission must decide whether revocation of the antidumping (AD) and countervailing duty (CVD) orders would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time.
Silicon metal determinations
The Commission determined that revocation of the CVD order on silicon metal from Kazakhstan and the AD orders on silicon metal from Bosnia and Herzegovina, Iceland and Malaysia would be likely to lead to continuation or recurrence of material injury. The reviews were instituted on March 2, 2026 (91 FR 10148), and the Commission decided on June 5, 2026 to conduct expedited reviews (91 FR 42251, July 8, 2026). The determinations were completed and filed on August 31, 2026.
The Commission’s views are contained in USITC Publication 5785 (August 2026). Voting in the affirmative were Chairman Brett W. Doyle and Commissioners Jason E. Kearns, Peter-Anthoney Pappas, Bart Thanhauser and David Foley Jr. The proceedings are Investigation Nos. 701-TA-652 and 731-TA-1524-1526 (Review).
Welded line pipe expedited reviews
The Commission also scheduled expedited five-year reviews of the AD orders on welded line pipe from South Korea and Turkey and the CVD order on welded line pipe from Turkey (Investigation Nos. 701-TA-525 and 731-TA-1260-1261, Second Review). On August 4, 2026, it found the domestic interested party group response adequate and the respondent group response inadequate, with no circumstances warranting full reviews.
The Commission found individually adequate responses from:
- American Cast Iron Pipe Company
- Axis Pipe and Tube
- Borusan Pipe U.S., Inc.
- Dura-Bond Industries
- Jindal Tubular USA, LLC
- Welspun Tubular LLC
- Wheatland Tube Company
Commissioner Amy A. Karpel did not participate in the welded line pipe reviews.
Deadlines and participation
A staff report on the welded line pipe reviews will be placed in the nonpublic record and made available to parties on the Administrative Protective Order service list on October 22, 2026. Written comments on the determination the Commission should reach are due by 5:15 p.m. on October 29, 2026, and may not contain new factual information.
The outcome of these reviews will determine whether the AD and CVD orders remain in force, directly affecting importers, domestic producers and the tariffs applied to these steel and silicon products. Interested parties should monitor the deadlines to preserve their participation rights.
