Córdoba Urban Planning calls for a civil engineer position via open competitive examination

The Municipal Management of Urbanism (GMU) of Córdoba has called for the permanent appointment of a Civil Engineer (Public Works) position through the open competitive examination system, in the open shift, included in the 2023 Public Employment Offer. The agreement was adopted by the Governing Council of the GMU in an ordinary session on July 29, 2026, and is published in the Official Gazette of the Province of Córdoba No. 183, dated September 22, 2026, with official reference BOP-A-2026-3164.

The position is for career civil service personnel, belongs to the Special Administration Scale, Technical Subscale, and is endowed with the remuneration of Group A, Subgroup A-2, extraordinary payments, triennials, and other emoluments. The credit corresponding to the vacancy amounts to €40,301.99 and appears in the accounting document RC operation no. 220260000854; the position carries the code F-000122/23.

The agreement of the Governing Council —with Secure Verification Code uVOFm8zHmgSS97Tb3qm4NYZA6rEFLB— empowers the president of the GMU to publish the rules in the Official Gazette of the Province, in the BOJA, and an extract in the BOE for the purpose of submitting applications. The text is signed in Córdoba on September 16, 2026, by the manager, Julián Álvarez Ortega, by delegation of Decree 2023/10089, of July 28.

Requirements and submission of applications

Applicants must meet the requirements set forth in the second rule at the time the application period ends:

• Spanish nationality, without prejudice to Article 57 of Royal Legislative Decree 5/2015, of October 30.
• Not having been dismissed through disciplinary proceedings nor being disqualified from public employment.
• A Degree in Civil Engineering or equivalent that qualifies for the regulated profession of Technical Public Works Engineer; the degree of Civil Engineers (Caminos, Canales y Puertos) obtained before the Bologna system is also accepted.
• Functional capacity, having reached 16 years of age, and not exceeding the maximum compulsory retirement age.
• Medical examination prior to appointment by the GMU Prevention Service.

The application is submitted electronically at the Electronic Office of the City Council of Córdoba, with identification via Cl@ve, within a period of 20 business days from the day following the publication of the extract in the BOE. The examination fee is €23.99, in accordance with Fiscal Ordinance No. 100, with payment to Kutxabank (IBAN ES23 2095 0844 3091 5264 6525). Those who have been unemployed for more than one month before the start of the period, persons with a disability equal to or greater than 33%, members of large families, and victims of terrorism and gender-based violence are exempt.

Two eliminatory exercises and qualifying tribunal

The process consists of two theoretical-practical tests, both eliminatory and scored up to 10 points, with a minimum of 5 required to pass:

• First exercise: a questionnaire of 100 questions with four alternative answers based on the syllabus of Annex I, 120 minutes, with 10 reserve questions; it requires at least 60% correct answers (60 correct).
• Second exercise: two practical cases chosen from three, based on blocks II to V of the syllabus, with 180 minutes and the permitted use of legal texts in paper format.

The final grade is the sum of both exercises. Between the end of one exercise and the start of the next, between five and forty-five business days must elapse. The Grading Board is composed of a president who is a career civil servant of the Córdoba City Council or the GMU, the head of the Support Body for the Local Government Board or the delegated secretary of the GMU, and four career civil servant members, with the secretary having a voice but no vote.

Syllabus, job pool, and taking office

The program of Annex I consists of 60 topics divided into five blocks: common subjects (12), urbanism and planning (12), licenses, discipline, and sectoral regulations (15), execution of works and technical management (9), and civil construction (12).

Upon conclusion of the process, a reserve list-pool will be created for interim appointments of the same scale and category, composed of those who pass at least the first exercise without obtaining a position, with a maximum validity of four years. The proposed candidate will have 20 business days to submit the documentation and one month from the notification of the appointment to take office; failure to do so without justified cause will result in the loss of all rights to the position.

The call for applications comes at a time of strong competition for technical public employment and offers a path to job stability for civil engineering graduates, with a fully electronic process and a syllabus heavily oriented toward Andalusian urbanism and public works and contracts regulations. The position is added to the 2023 Public Employment Offer of the GMU and reinforces the technical staff of the municipal body in charge of the city’s urban management.
