Por FactBox Admin

The Provincial Urban Planning Council of Huesca definitively approved six planning modifications and suspended two others in its session on September 23, 2026, according to the agreements published in the Official Gazette of the Province of Huesca No. 187, dated September 30, 2026 (reference BOPH-2026-187013). The files affect Lascuarre, Sallent de Gállego, Chimillas, Biescas, Angüés, Casbas de Huesca, Castejón de Sos, and Aísa. The publication, signed by the body’s secretary, Jorge Magallón Rosa, also includes reports on actions on non-developable land.
The Provincial Urban Planning Council of Huesca (CPUH), which depends on the Department of Housing, Development, Logistics, and Territorial Cohesion of the Government of Aragon, is the competent body for the definitive approval of planning modifications in accordance with Legislative Decree 1/2014, of July 8, which approves the Recast Text of the Urban Planning Law of Aragon (TRLUA), and Decree 129/2014, of July 29. The agreements were adopted unanimously by the members present and end the administrative process: an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal before the High Court of Justice of Aragon within two months.
Six definitive approvals
- Lascuarre: modification No. 2 of the Urban Land Delimitation (file 2022/166), which organizes the surroundings of the Convent of the Piedad and allows for the construction of five single-family homes; the road network increases from 980 to 1,484 m².
- Chimillas: isolated modification No. 6 of the PGOU (file 2025/97), which reclassifies 8,373.24 m² of generic non-developable land to consolidated residential urban land, with a maximum buildability of 2,514.24 m² and a maximum of five homes.
- Angüés: isolated modification No. 4 of the PGOU (file 2025/204), which regulates energy generation facilities from renewable sources on non-developable land.
- Casbas de Huesca: isolated modification No. 1 of the Recast Text of the PGOU (file 2025/246), with the obligation for owners of plots withdrawn from UE-4 to cede 10% of the subjective development rights.
- Aísa: isolated modification No. 10 of the PGOU (file 2026/92), which regulates tourist rental homes and sets a two-year deadline for lodging establishments to adapt to the regulation.
Sallent de Gállego: partial approval due to flood risk
The Council partially approved section 1 of isolated modification no. 22 of the PGOU of Sallent de Gállego (file 2023/245), regarding the change of classification for plots R-1a and R-1b of Sector U1/A, conditional upon the reports from the Ebro Hydrographic Confederation (CHE) regarding the preferential flow zone of the Aguas Limpias river. It maintained the suspension of sections 2 and 3, concerning rooftop elements and buildability calculations in the Formigal urbanization.
Biescas and Castejón de Sos: suspended files
- Biescas: isolated modification no. 13 of the PGOU (file 2025/148) is suspended, which expands the urban land of the Piedrafita de Jaca nucleus; the residential plot is listed as 423 m² compared to the 503 m² in the Cadastre.
- Castejón de Sos: isolated modification no. 9 of the PGOU (file 2026/89) is suspended, which declares renewable energy installations incompatible across all special non-developable land, with a protection radius of 1,000 m and slopes exceeding 20%.
Planning reports and non-developable land
The body issued a favorable report on modification no. 1 of the Special Protection and Interior Reform Plan of Anciles, in Benasque (file 2026/34), and issued a report on the initial approval of the Simplified General Urban Development Plan of Puértolas (file 2022/209). Regarding non-developable land, it resolved fifteen files, including:
- Favorable for the single-family home in the edge zone of Olvena promoted by Javier Malo Rech (file 2025/224).
- Favorable for the home in San Miguel del Cinca (Estiche) by Montserrat Peralta Garí (file 2026/90).
- Favorable for the overhead line reform and “Garcés” distribution and transformation center in Monzón, by Grupo de Electrificación Rural de Binéfar y Comarca, S. Coop. (file 2026/107).
- Favorable for the telecommunications infrastructure of Vantage Towers S.L.U. in Binéfar (file 2026/112).
- Unfavorable for the “Marañueto” solar photovoltaic plant by Fonz Energía S.L. in Azanuy-Alins (file 2026/88).
- Unfavorable for the single-family home and workshop of Beatriz Pérez Gotor in Fiscal (Borrastre) (file 2026/105).
The planning agreements are decisive for the affected municipalities: they establish the developable land, the mandatory land cessions for public facilities, and the building conditions that will govern future licenses. In contrast, the suspended files require the town halls of Biescas and Castejón de Sos to correct the indicated deficiencies before they can publish their regulations, while the unfavorable reports on non-developable land close the door to two specific projects in Azanuy-Alins and Fiscal.
