UPV/EHU will launch four new degrees and four new masters in the 2026-2027 academic year

The Basque Government has authorized the establishment of four new official undergraduate degrees and four official master’s degrees at the University of the Basque Country (UPV/EHU), while simultaneously removing seven old qualifications, effective for the 2026-2027 academic year. The decision was implemented through the Order of August 28, 2026, of the Minister of Science, Universities and Innovation, and was published in the Official Gazette of the Basque Country (BOPV) issue number 180, on September 21, 2026, with official reference 2026/3955.

Regulated procedure for the renewal of the university map

The Order is based on Article 8.2 of the Organic Law 2/2023 on the Organic University System and Article 51 of the Law 3/2004 on the Basque University System, as well as Royal Decree 822/2021 and Decree 274/2017, which regulate the establishment and removal of official qualifications.

The entire procedure was completed: the Unibasq quality agency provided a favorable report, the Council of Universities positively verified the plans, and the Plenary Session of the Social Council of the UPV/EHU gave its approval on June 24, 2026. The Basque University Council also examined the proposal at its meeting on July 16. The Order was signed by Minister Juan Ignacio Pérez Iglesias.

Four new degrees focused on engineering

The four degrees included in Annex I belong to the Engineering and Architecture branch:

• Degree in Cybersecurity Engineering Applied to Industry (code 1500681).
• Degree in Telecommunications Technology Engineering (code 1500696).
• Degree in Nautical and Maritime Transport (code 1500685).
• Degree in Marine Machinery and Maintenance (code 1500670).

Master’s offering also expands

Four new official master’s degrees appear in Annex II:

• Master in Multilingual Education: Innovation and Research (EMII) (code 3501135), in the Social and Legal Sciences branch.
• Master in Theoretical Chemistry and Computational Modeling (code 3500817), in the Sciences branch.
• Master in Telecommunications Engineering (code 3500986).
• Erasmus Mundus Master in Renewable Energy in the Marine Environment (REM Plus 2) (code 3501373).

Seven old qualifications will disappear

Annex III lists the qualifications being removed:

• Degree in Maritime Studies (code 2502395).
• Degree in Nautical and Maritime Transport (code 2502397).
• Degree in Telecommunications Technology Engineering (code 2501646).
• Erasmus Mundus Master in Renewable Energy in the Marine Environment (REM PLUS) (code 4317835).
• Master in Telecommunications Engineering (code 4313511).
• Master in Multilingualism and Education (code 4313028).
• Master in Theoretical Chemistry and Computational Modeling (code 4314273).

The removals will be carried out in accordance with the provisions of Article 18.2 of Decree 274/2017.

Entry into force and next steps

It will be published in the BOPV and will enter into force the following day, that is, on September 22, 2026. At the same time, the General Conference of University Policy and the Ministry of Science, Innovation and Universities will be notified so that the official nature of the degrees can be approved and inscribed in the Registry of Universities, Centers and Degrees (RUCT), and subsequently published in the Official State Gazette.

Impact

The decision structures UPV/EHU’s degree offering for the next academic year: it strengthens training in the field of engineering and the maritime sector, in strategic areas such as industrial cybersecurity and telecommunications, and at the same time replaces outdated designations. Students and companies will have an updated degree catalog for the 2026-2027 academic year.
