UPNA installs 819 kW photovoltaic batteries in Pamplona

The Public University of Navarre (UPNA) has initiated the procedures for the installation of an energy storage system with 819 kW batteries on its Pamplona/Iruña campus. This initiative, published in the Official Gazette of Navarre (BON) issue number 162 of August 18, 2026, is subject to public information in accordance with Article 125 of Royal Decree 1955/2000.

The project, registered under file code 5462-3-CE, aims to hybridize the existing 3,441 kW photovoltaic installation for self-consumption without surplus, also promoted by UPNA. This additional storage capacity will optimize the management of generated energy, increasing the efficiency of the already operational solar system.

Objective and scope of the project

The installation contemplates the incorporation of an energy storage system using batteries, together with the associated evacuation infrastructures necessary for its operation. The project promoter is the Public University of Navarre itself, while the competent body for its authorization is the Directorate General for Business Development and Infrastructures of the Government of Navarre.

The file is framed within the energy transition policy of the foral community, seeking to advance towards more sustainable and efficient management of energy resources in the university setting. Hybridization with batteries is a key technology to overcome the intermittency of solar energy and maximize its use.

Public information procedure and citizen participation

In accordance with Article 45 of Law 21/2013, of December 9, on Environmental Assessment, UPNA has requested a simplified environmental impact assessment for the project. The complete documentation is on public display at the Industrial Planning, Energy Infrastructures and Mines Service, located at Parque Tomás Caballero 1, 5th floor, 31005 Pamplona/Iruña.

Likewise, citizens can access the information through the Navarre Open Government portal. The deadline for submitting allegations, suggestions or observations is 30 business days counted from the day following the publication of the notice in the BON. These must be addressed to the Energy Infrastructures Section of the Department of Industry and Ecological and Digital Business Transition.

Relevance for the university community and the city

This installation represents a significant step in the sustainability strategy of UPNA, which already has an installed solar capacity of 3,441 kW. The incorporation of storage will allow the campus to better manage demand peaks and reduce its dependence on the conventional electricity grid.
