University of Oviedo awards three library positions through a merit-based competition

The Rector of the University of Oviedo has resolved the merit competition for the filling of vacant positions among the administration and services officials of the institution itself and has awarded three destinations. The decision is formalized in the Resolution of September 14, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 184, of September 23, 2026, with the official reference Code 2026-07676. The assumption of the new positions will be carried out in accordance with base 6.4 of the call.

The origin of the process

The competition was announced by Resolution of May 12, 2026, from the Rector of the University of Oviedo, published in the BOPA of May 21, 2026, and was addressed exclusively to administration and services officials of the campus. The evaluation of the applications was the responsibility of the Qualifying Commission, which concluded its task by Agreement of August 28, 2026.

The Rector has accepted the award proposal of the Commission and has issued the resolution in exercise of the powers attributed in the bases of the call itself, in Article 50 of Organic Law 2/2023, of March 22, of the University System, in relation to Article 3.2j) of the same legal text, and in Article 65 of the Statutes of the University of Oviedo, approved by Decree 77/2024, of December 5, of the Principality of Asturias.

The awarded positions

The annex of the resolution details the three awards, all of them linked to the Library area:

• Order No. 45: Librarian in the Science and Informatics Library Section, attached to the Library and the Sub-directorate of Coordination. Group A1, A2, level 24. Awarded to Clara Rodríguez Álvarez.
• Order No. 48: Head of Section in the Collection Management Section, attached to the Library and the Sub-directorate of Technical Affairs, Library Cooperation and Remote Services. Group A1, A2, level 24. Awarded to Ignacio del Pino Rodríguez.
• Order No. 49: Librarian in the Collection Management Section, attached to the Library and the Sub-directorate of Technical Affairs, Library Cooperation and Remote Services. Group A2, level 24. Awarded to Elena Arroyo Díaz.

The three positions share destination supplement level 24, although two of them are open to subgroups A1 and A2 and the third is reserved for subgroup A2.

Deadlines and means of appeal

The resolution orders the publication of the awards listed in the annex and refers the taking of possession to section 6.4 of the call. An administrative appeal may be filed against the agreement before the Contentious-Administrative Jurisdiction within two months, counting from the day following its publication, in accordance with Article 46.1 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

Prior to this and on an optional basis, a request for reversal may be filed before the Rector within one month, pursuant to Article 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Impact

The resolution closes an internal mobility process opened in May and consolidates the filling of three structural positions in the Library service of the University of Oviedo, two of which are of intermediate responsibility. For the administration and services officials of the campus, the agreement exhausts the administrative route of the call and opens the schedule for incorporations, while any challenge must be channeled through the two appeal routes detailed in the text itself.
