University of Oviedo opens allegations for its five-million energy tender

The University of Oviedo has submitted for public consultation the proposed cost structure for the contracting of energy services for its facilities, a contract with a price equal to or greater than five million euros. The decision was adopted via the Resolution of August 7, 2026, of the Rector, published in the Official Gazette of the Principality of Asturias number 162, dated August 21, 2026, and opens a 20-day period for interested parties to submit allegations before the tender.

The procedure is part of the contracting file initiated by the Resolution of the Rector of April 30, 2026. The proposed cost structure was approved by the Plenary of the Governing Council on July 31, 2026, and is now open for public consultation in accordance with the provisions of Royal Decree 55/2017, of February 3, which develops Law 2/2015, of March 30, on the de-indexation of the Spanish economy.

A contract of more than five million

Regulations require that, before tendering a contract with a price equal to or greater than five million euros, the proposed cost structure be submitted to a public information process for a period of 20 days, as established in article 9.7 c) of Royal Decree 55/2017. Since the Principality of Asturias does not have a regional advisory body on public procurement, the University will also request the mandatory evaluative report from the Higher Committee for State Contract Prices.

Background of the file

The process began with the request for the cost structure from five economic operators registered in the List of Energy Service Providers managed by the Institute for Energy Diversification and Saving (IDAE), carried out on May 5 and 6, 2026. The authority to contract corresponds to the Rector by virtue of articles 65 and 227 of the Statutes of the University of Oviedo, approved by Decree 77/2024, of December 5.

How to submit allegations

During the 20-day period, counted from the day following the publication of the announcement, interested parties may consult the full cost structure report and submit allegations:

  • The full report is available on the University’s sustainability board and at a specific link on its website.
  • Allegations are submitted through the electronic office of the University of Oviedo as a general request addressed to the Vice-Rectorate for Sustainability and Digitalization.
  • The resolution was signed in Oviedo on August 10, 2026, by the Acting Rector, the Vice-Rector for Research, by virtue of the Resolution of July 22, 2026.

The publication of this cost structure represents a mandatory preliminary step toward the tendering of a high-value energy contract, which will affect the supply and management of energy for all campuses of the University of Oviedo. The transparency of the process allows operators and citizens to know the projected costs and participate in the definition of a strategic contract for the sustainability and expenditure of the Asturian academic institution.
