A Deputy Director position to be filled at the DGFiP in Bercy

A position for Deputy Director of the financial function of the State and national public bodies is likely to become vacant at the central administration of the Ministry of Action and Public Accounts. A key position at the heart of the State’s financial chain
The relevant sub-directorate consists of 90 agents and is responsible for the coordination and regulation of non-tax expenditures and revenues of the State and national public bodies. It is part of the State financial and accounting function service, which steers the State’s financial chain, the production, certification, and valuation of its accounts, and employs 250 agents.
The DGFiP, a sovereign administration, has approximately 94,600 agents (91,400 full-time equivalents) distributed across the entire territory. It ensures tax management, the fight against tax fraud, the accounting of the State and local authorities, as well as the management of pension schemes and the State’s real estate strategy.
Three offices under the responsibility of the Deputy Director
The sub-directorate comprises three offices, each carrying out modernization projects:
- the office of State expenditures and non-tax revenues, responsible for the modernization of processes and the regulation of expenditure operations, and the implementation of financial management centers;
- the office of State operators, which defines the financial and accounting rules applicable to operators subject to public accounting (national public establishments, GIP) and steers the modernization of the operators’ information center;
- the office of State payroll, responsible for the modernization of regulations and processes related to the remuneration of State agents, and the project to modernize the payroll information system.
The position presents significant steering challenges, both in terms of the execution of State expenditures and the payment of agent remuneration, and plays an essential role in several public management reforms.
Profile, conditions, and application procedure
The position is to be filled under the conditions of Decree No. 2019-1594 of December 31, 2019, relating to State management positions. The term of appointment is three years, renewable once, with a probationary period of six months. A minimum of six years of diversified professional experience as a senior executive is required.
The expected profile includes, in particular:
- knowledge of State budgetary and accounting procedures;
- high responsiveness in operational steering and emergency management;
- interpersonal and representation skills on behalf of the management;
- skills in management, supervision, and network animation;
- an interest in innovations based on artificial intelligence and data valuation.
