Un millón del FITE 2025 para servicios sociales de ayuntamientos turolenses

The Government of Aragon has opened the call for grants from the Teruel Investment Fund (FITE) 2025, endowed with 1,000,000 euros, for city councils in the province of Teruel to invest in social service establishments. The call is formalized through Order DBF/1383/2026, dated September 15, published in the Official Gazette of Aragon number 189, dated September 29, 2026, with reference BOA20260929009. The summary of the call also appears in the announcements section of the same gazette, with reference BOA20260929019 and identification number 930367 in the National Grants Database.

The FITE arises from the agreement between the General State Administration and the Government of Aragon to promote the economic development of the province of Teruel and correct existing imbalances, published by Resolution of December 15, 2025, from the General Directorate of Autonomous and Local Cooperation of the Ministry of Territorial Policy and Democratic Memory, for an amount of 73,000,000 euros co-financed by both administrations. Within that framework, the fund’s monitoring commission agreed to allocate 1,000,000 euros to investment projects in municipal social centers, the processing of which corresponds to the Department of Deregulation, Social Welfare and Family.

The order is based on the regulatory bases approved by Order CDS/1427/2021, dated October 21, and on the consolidated text of the Grants Law of Aragon, approved by Legislative Decree 2/2023, dated May 3. It is signed by the Vice President and Councilor for Deregulation, Social Welfare and Family, Alejandro Nolasco Asensio.

Who can apply and what is financed

  • Beneficiaries: city councils of the province of Teruel that own or manage social service establishments.
  • Eligible establishments: residences, sheltered housing, assisted living apartments, day centers, occupational centers, homes, and others under municipal ownership, particularly spaces designated for the Social Work Unit (UTS).
  • Actions: renovation (expansion, improvement, repair, and renewal), construction, provision of equipment, and digitalization of the centers.
  • Excluded are the purchase of land, investments in renewable energies, administrative offices—except those dedicated to UTS—, exterior urbanization, vehicles, and current expenses such as household utensils or bedding.

Amount, deadlines, and processing

  • Total amount: 1,000,000 euros, charged to two budget applications of the Aragonese Institute of Social Services (IASS) for 2025: 53EIB G/3132/760126/32225, 500,000 euros, and 53EIB G/3132/760126/91225, 500,000 euros.
  • Maximum per city council: 500,000 euros, for a single project of a single establishment, up to 100% of the eligible cost.
  • Application period: fifteen business days from the day following the publication in the bulletin.
  • Execution of investments: between January 1, 2026, and December 31, 2027; the justification ends on March 31, 2028.
  • Electronic submission at the Government of Aragon headquarters, procedure 11830 (IASS/11830); the processing corresponds to the Provincial Directorate of the IASS in Teruel.
  • Payment is made in advance up to 100% of the granted amount and without the need for a guarantee.

Evaluation and control criteria

The grant is resolved through competitive bidding and is evaluated by an evaluation commission of between three and four technical professionals. Five sections of 20 points each are scored: holding entity, type of investment, type of establishment, purpose of the investment, and project content. Priority favors projects that complete the investment and launch the establishment, which receive 100% of the final score, compared to renovations in centers already in operation (80%), non-final phases (60%), and constructions that do not open until after 2026 (40%). City councils that have had to reimburse previous FITE grants suffer deductions of up to 100 points.

The Management Directorate of the IASS will resolve by delegation of the counselor within a maximum period of three months from the end of the application period, with a negative silence if there is no express resolution. Beneficiaries must place a sign with the mention “Action subsidized by the Government of Spain and the Government of Aragon charged to the Teruel Investment Fund.”

The call reaches the municipalities of Teruel with a double effect: it allows for the modernization of nursing homes, day centers, and social work units that serve elderly people and people with disabilities, and it reinforces local economic activity through construction and equipment contracted by the city councils themselves. The deadline is short—fifteen business days—and the distribution is decided by score, so the capacity of each council to present a well-documented project with its own financing will be decisive in accessing the funds.
