UFD requests undergrounding of electrical lines in Cariño with expropriation of properties

The Territorial Department of A Coruña of the Ministry of Economy and Industry submits for public information the request from UFD Distribución Electricidad S.A. to grant the prior and construction administrative authorizations and the declaration of public utility for an electrical energy distribution installation in the municipality of Cariño. The agreement, signed on August 24, 2026, is published in the Official Gazette of the Province of A Coruña number 179, dated September 18, 2026, with announcement number 2026/6012. The declaration of public utility implies the necessity of occupying the affected assets and entails urgent occupation for the purposes of expropriation legislation.

An action to underground the crossings of lines MEA805 and MEA806

The file, processed by the Energy and Mines Service with reference IN407A 2026/203-1, is titled “Undergrounding of crossings LMT MEA805-MEA806 (Cariño)”. The objective is to eliminate the aerial crossings of the two medium-voltage lines through new underground sections and the dismantling of the existing wiring.

The published technical characteristics are as follows:

• Dismantling of 235 meters of LMTA MEA806 in LA-110 conductor between support B7BRCBGF//39 and projected support number 1 type C-14/4500, retaining the existing span.
• Dismantling of 557 meters of LMTA MEA805 in LAC-80 conductor between projected supports numbers 2 (type C-12/3000) and 3 (type C-14/3000).
• Dismantling of 131 meters of LMTA MEA805 in PAS-120 conductor between projected supports numbers 4 (type C-16/4500) and 5 (type C-18/7000), which replace the existing supports B7SHBCLD//48 and B7RBMUXM//49.
• Underground section of 408 meters in RHZ1-240 conductor between the aerial-underground transition of support number 1 and the connection splice with the underground line of file IN407A 2020/113.
• Underground section of 1,097 meters of RHZ1-240 conductor between the aerial-underground transitions of supports numbers 2 and 3.
• Underground section of 176 meters of RHZ1-240 conductor between the aerial-underground transitions of supports numbers 4 and 5.

Four affected properties and their owners

The agreement includes an annex with the specific and individualized list of assets and rights considered necessary for expropriation within the municipal term of Cariño. The land affectation in full ownership is 2.0 square meters for each projected support, to which the aerial and underground easements are added.

The published list is as follows:

• Plot 1, Amidos area, cadastral reference 15095A016011230000OS, rural agricultural, owner unknown, support PR-1.
• Plot 2, Leiras area, cadastral reference 9487521NJ8398N0001RY, urban, owners Raul Veiga Bellon and Francisco José Veiga Bellón, support PR-2.
• Plot 3, Coba area, cadastral reference 15095A016004930000OM, rural agricultural, owner Paco de Viveiro S.L, support PR-3.
• Plot 5, Cruz de Cabañan area, cadastral reference 15095A016003120000OS, rural agricultural, owner unknown, support PR-5.

Allegations, deadlines and consultation of the file

The documentation is available to interested parties at the Energy Section of the Territorial Department of the Ministry of Economy and Industry of A Coruña, at rúa Vicente Ferrer, number 2, second floor, 15071 A Coruña, between 9:00 and 14:00 hours from Monday to Friday, as well as on the municipal notice board and on the Ministry’s Transparency and Open Government Portal.

The owners of the properties listed in the attached list, as well as the holders of real rights or economic interests over the affected assets who may have been omitted, may examine the technical documentation and present any allegations or observations they deem appropriate within a period of 30 days, counted from the day following the final publication of the agreement.

The processing is based on Law 39/2015, on the common administrative procedure, and Law 40/2015, on the legal regime of the public sector, as well as Law 24/2013, on the electricity sector, and Royal Decree 1955/2000, which regulates the authorization procedures for electrical installations. Law 9/2021, on administrative simplification of Galicia, the Law of December 16, 1954, on compulsory expropriation, and the Decree of April 26, 1957, which approves its regulation, also apply. The agreement bears the signature of the territorial director, Isidoro Martínez Arca.

The publication opens the way for affected residents of Cariño to defend their interests before the Xunta resolves the authorization and the declaration of public utility. Once approved, the company may occupy the lands urgently, which makes this 30-day period the only opportunity to present allegations regarding the affection of the plots.
