UFD requests authorization for a new prefabricated electrical center in Lubián

The Territorial Service of Industry, Commerce, and Economy of Zamora has opened for public consultation the request from UFD Distribución Electricidad, S.A. to replace the Lubián (Zamora) transformation center with a new prefabricated 250 kVA unit. The announcement is published in the Official Gazette of the Province of Zamora No. 122, dated October 16, 2026, Section II. Regional Administration, pages 2-3, under official reference R-202602369. The resolution opens a 30-day period for submitting allegations and affects the declaration of public utility of the project, which enables the expropriation of the necessary land.

The file is processed jointly as a prior administrative authorization, an administrative construction authorization, and a declaration of public utility, in accordance with Article 6.2 of Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León. The procedure also invokes Article 9 of the same decree, Article 55 of Law 24/2013, of December 26, on the Electricity Sector, and Article 144 of Royal Decree 1955/2000, of December 1.

The competent body to conduct the procedure and grant the authorizations is the Territorial Service of Industry, Commerce, and Economy of Zamora, dependent on the Territorial Delegation of Zamora of the Junta de Castilla y León. The announcement was signed in Zamora on October 5, 2026, by the head of the territorial service, Manuel Ignacio Moreno López.

Replacement of the transformation center and network renovation

The project is titled “Project for ORB565 LMT regulation COB706 to CT Lubián (Lubián)” and is promoted by UFD Distribución Electricidad, S.A., with energy file number 220073 and industrial registration number 49-ATCT-1703.

The planned actions are:

• Replacement of the outdoor transformation center with registration 49C074 with a new prefabricated 250 kVA center.
• Dismantling of the current installations.
• Replacement of the existing supports of the medium-voltage overhead line with new supports, including re-tensioning of the conductors.
• Dismantling of a section of the overhead line.
• Execution of a new medium-voltage underground line with entry and exit at the new transformation center.
• New low-voltage underground lines to link the new center with the existing network.

Consultation of the file and period for allegations

The documentation can be consulted at the Territorial Service of Industry, Commerce, and Economy of Zamora, located on Prado Tuerto Street in Zamora, and on the internet portal of the Junta de Castilla y León (https://energia.jcyl.es/).

Any allegations deemed appropriate must be addressed to the same territorial service within a period of 30 days starting from the day following the publication of the announcement.

Assets and rights affected in the municipality of Lubián

Annex I of the announcement contains the list of assets and rights that the applicant considers necessary for expropriation due to the failure to reach agreements with the owners. All affected plots belong to polygon 3 of the municipality of Lubián and are distributed among the areas of Loba, Pereiros, and Sagrado.

The affected areas include, with their airspace surface and temporary occupation:

• Plot 229 (Loba area, cadastral reference 49113A003002290000EU): 206.00 m² of airspace and 54 m² of temporary occupation, meadow land.
• Plot 248 (Loba, 49113A003002480000EO): 234.00 m² of airspace and 51 m² of temporary occupation, meadow.
• Plot 253 (Pereiros, 49113A003002530000ER): 202.00 m² of airspace and 45 m² of temporary occupation, meadow.
• Plot 254 (Pereiros, 49113A003002540000ED): 131.00 m² of airspace and 33 m² of temporary occupation, meadow.
• Plot 265 (Sagrado, 49113A003002650000EH): 87.00 m² of airspace and 27 m² of temporary occupation, wooded.
• Plot 266 (Sagrado, 49113A003002660000EW): 41.00 m² of airspace, wooded.
• Plot 267 (Sagrado, 49113A003002670000EA): 122.00 m² of airspace and 9 m² of temporary occupation, meadow.
• Plot 268 (Sagrado, 49113A003002680000EB): 36.00 m² of airspace and 18 m² of temporary occupation, meadow.
• Plot 269 (Sagrado, 49113A003002690000EY): 29.00 m² of airspace and 15 m² of temporary occupation, meadow.

The list is completed with plots 251, 252, 260, 263, 264, and 271, with airspace affects ranging from 2.00 to 52.00 m² and temporary occupations of up to 12 m², all of them on meadow land.

The publication of this announcement is the procedure that allows the owners of the affected land to appear in the proceedings before the Junta de Castilla y León resolves on the public utility of the installation. For the residents of Lubián, the 30-day period is the only window to file objections against the affects or negotiate the conditions of the expropriation, while the network reform seeks to guarantee the electricity supply in the municipality with a higher capacity center and underground lines.
