Ñuble formaliza a los cuatro integrantes de su Consejo Regional de Culturas

The Ministry of Cultures, Arts and Heritage formalized the appointment of the four members of the Regional Council for Cultures, Arts and Heritage of the Ñuble Region through exempt resolution No. 327, issued in Chillán on August 12, 2026. The administrative act was published in the Official Gazette of the Republic of Chile No. 44,567, on Tuesday, October 6, 2026, Section I, page 1 (CVE 2880808). The appointments are valid for four years and are held by representatives proposed by cultural and heritage organizations in the region.

The resolution is based on Law No. 21,045, which creates the Ministry of Cultures, Arts and Heritage, whose Article 18 provides that the National Council for Cultures, Arts and Heritage is territorially decentralized through regional councils, domiciled in the regional capital or in a provincial capital.

Paragraph 4 of Article 19 of said law establishes that the regional councils are composed, among others, of four people representative of the arts, cultures, and cultural heritage, with recognized links and an outstanding trajectory in artistic creation, heritage, creative industry and economy, craftsmanship, architecture, cultural management, community cultures, and popular culture. Their appointment corresponds to the regional ministerial secretary, upon the proposal of organizations with current legal personality, ensuring the representativeness of both sexes.

The procedure is also governed by Supreme Decree No. 8 of 2018, from the Ministry of Cultures, Arts and Heritage, which approves the regulation for the appointment of members of these councils, and by exempt resolution No. 24 of 2018, from the Undersecretariat of Cultures and Arts, which delegates powers to the regional ministerial secretaries.

The four appointed councilors

The first article formalizes the appointment of the following persons, in their capacity as representatives of the cultural and heritage organizations of the region:

  • Rolando Antonio Díaz Gómez.
  • Alejandra Cruz Aravena.
  • José Agustín Córdova Sanhueza.
  • Zunilda Isabel Toro Silva.

The resolution notes that the appointees do not hold the status of public officials under permanent or contract employment, according to the attached sworn statements.

The organizations that submitted proposals

The Regional Ministerial Secretariat of Cultures, Arts and Heritage of Ñuble invited organizations in the region, through publications in easily accessible print or digital media, to propose candidates within the indicated timeframe. Among the applications received are:

  • Ñuble Chilean Breed Horse Breeders Association.
  • Trehuaco Tourism and Culture Chamber.
  • Gonzalo Rojas Pizarro Municipal Cultural Corporation.
  • Curahuén Sanctuary Foundation for Biocultural Heritage Conservation.

The regional secretariat reviewed the proposals from organizations with current legal status and registered in the National Registry of Organizations before resolving the appointments.

Term, stipend, and subsequent procedures

The councilors will perform their duties for a period of four years starting from ordinary session No. 37 of the Regional Council, scheduled for September 1, 2026, without awaiting the full processing of the resolution, due to urgent reasons of good service.

As they do not hold the status of public officials, they will receive a stipend equivalent to eight Unidades de Fomento (UF) for each session they attend, with a cap of eight sessions per calendar year, including ordinary and extraordinary sessions, in accordance with Article 19 of Law No. 21.045 and Article 39 of the regulations.

The appointments are exempt from the toma de razón (legal review) process, according to Resolution No. 36 of 2024 of the Comptroller General of the Republic, amended by Resolution No. 2 of 2026, and must be sent to the controlling entity for registration. Individual notification must be carried out within five administrative business days from full processing, via certified mail and email, and the act must be published on the Transparent Government website under the typology “Collegiate Bodies.” The document is signed by Nataly Jazmín de la Hoz Moraga, regional ministerial secretary of Culture, the Arts, and Heritage of the Ñuble Region, who assumed office on March 30, 2026.

The Regional Council for Culture, the Arts, and Heritage of Ñuble is the body that participates in the definition of policies and the allocation of cultural funds in the territory; therefore, the integration of its four sectoral representatives directly influences the decisions affecting artists, managers, and heritage organizations in the region over the next four years.
