Tuineje reshuffles its government and delegates Finance and Health to a councilwoman

The Mayor’s Office of Tuineje has reorganized the distribution of municipal government areas through Mayor’s Resolution number 1569/2026, issued on August 20, 2026, which recalls the competencies of Health, Seniors, and Beaches and delegates them, along with Economy and Finance, to the reinstated councilwoman María Noelia García Rodríguez. The resolution, signed by the mayor-president José David Herrera Ginory, is published in the Official Gazette of the Province of Las Palmas, number 101, dated August 24, 2026, page 14977.

The agreement is adopted under article 23 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and article 43 of the Regulation on the Organization, Operation, and Legal Regime of Local Corporations (Royal Decree 2568/1986, of November 28), which allow the mayor to delegate generic powers to any council member, whether or not they belong to the Local Government Board. Articles 120 and 121 of the aforementioned regulation and article 32 of Law 7/2015, of April 1, on the municipalities of the Canary Islands are also invoked.

Recall of previous competencies

The resolution nullifies the delegation of Health, Seniors, and Beaches that Mayor’s Resolution number 972/2026, of June 10, 2026, had granted to council members Miguel Darío Andújar Díaz and Dulce María García Alonso. The reason is the reinstatement to her duties of councilwoman María Noelia García Rodríguez, who will now assume an expanded area.

Delegated areas and functions

The delegation comprises the competencies of Economy and Finance, Health, Seniors, and Beaches, with a wide catalog of functions, including among others:

• Budgetary preparation, execution, and planning, as well as financial, tax, and collection management.
• Management of fees, municipal taxes, and public prices, as well as non-tax revenues (subsidies, sponsorships, concessions).
• Direction of municipal contracting and approval of budgetary modifications.
• Management of senior centers, protection of public health, and health campaigns.
• Maintenance and asset management of beaches and the obtaining of flags.
• Municipal pound and the ownership of companion and potentially dangerous animals.

The delegation includes the direction of assigned personnel, the presidency of contracting boards and sectoral councils, and acting as the contracting body within the scope of the area, within the limits set by the budget execution bases.

Effects and control

The resolution takes effect from the day following the date of signature, in accordance with Article 44.2 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, and the Plenary shall be notified. In the event of absence, vacancy, or illness of the delegated councilwoman, the competencies shall be understood as automatically assumed, and the councilwoman is obliged to inform the Mayor’s Office of her management and of decisions of significance.

The reorganization concentrates economic management, social services, and beach areas into a single council office, which directly affects the processing of budgets, contracts, and public services for the residents of Tuineje, who will see municipal communication unified in these matters.
