I partially uphold two appeals against the terms of the job offer

The Tui City Council has partially upheld two appeals for reversal filed against the general and specific bases regulating the call for the selection process for access to various vacant positions from the public employment offers of 2023, 2024, and 2025. Mayoral resolutions 2026-1663 and 2026-1662, both dated October 12, 2026, are published in the Official Gazette of the Province of Pontevedra (BOPPO) number 200, Friday, October 16, 2026, within the Local Administration section, under reference 2026073354.

Two appeals against the resolution of June 5

The agreements respond to the appeals for reversal submitted by two candidates against the Mayoral Resolution dated 05/06/2026 (no. 2026-0855), which approved the bases of the call. In both cases, the Mayor resolves to partially uphold the claims, in accordance with the technical reports issued on October 8 and 9, 2026, and to nullify the sections of the original resolution that oppose what has now been agreed.

• F. J. F. F.: appeal submitted on 01/07/2026, with entry registration number 2026-E-RE-3850, resolved by resolution 2026-1663.
• M. F. M.: appeal submitted on 09/07/2026, with entry registration number 2026-E-RE-4011, resolved by resolution 2026-1662.

New wording of base 17 and rectification of scores

In the first of the files, the Mayor approves the new wording of base 17 of the general bases, relating to the operation of the reserve list, in accordance with article 24 of the Public Employment Law of Galicia. Furthermore, it is ordered to rectify the error in the scores of the second exercise of the fourth specific base corresponding to the three administrative assistant positions and the two administrative positions, one per general open access turn and another per open turn reserved for personnel with general disabilities.

In the second file, the partial upholding results in the new wording of the fifth base of the specific bases for the technical architect position, which regulates the syllabus of subjects. This syllabus is divided into a general part, with twelve topics, and a specific part covering topics 13 to 60, with contents on public procurement, urban planning, urban discipline, building, accessibility, heritage, and the General Urban Development Plan of Tui.

Deadlines and procedures of the reserve list

The new wording of base 17 details the procedure for calling the members of the reserve list:

• Calls may be made by groups or in a single call with all pending persons.
• The list will be published on the notice board of the electronic headquarters of the Tui City Council and, complementarily, on the municipal website.
• Called persons will have 2 business days to state whether they accept the offer.
• Those who accept must present the documentation within 24 business hours from the publication of the proposal.
• The documentation includes the required qualification, sworn statement, Social Security record, bank account number, medical certificate, IRPF form and, if applicable, a compatibility report and a negative certificate from the Central Registry of Sexual Offenders.
• Correctable defects will have a period of 1 business day for their rectification.
• The appointment resolution will be published for one month and the assumption of office may not exceed 3 days from the publication.

Publication and judicial route

The Mayor’s Office orders the insertion of the agreements on the edicts board of the electronic headquarters of the Tui City Council and on the municipal website www.tui.gal. Against these resolutions, which end the administrative route, a contentious-administrative appeal may be filed before the contentious-administrative courts within a period of two months, in accordance with articles 8, 25, and 46 of Law 29/1998, of July 13. The documents are digitally signed by the mayor, Enrique Cabaleiro González.

The decision directly affects the applicants for the convened positions: the rectification of scores may alter the order of the results already published and the new wording of the reserve list modifies the deadlines and conditions of future calls, while the revision of the fifth base changes the syllabus required for the technical architect position.
