Trump revokes four Lebanon aviation security determinations dating back to 1985
Por FactBox Admin

President Donald Trump revoked four presidential determinations that had restricted aircraft security measures for flights to and from Lebanon, lifting the associated prohibitions with immediate effect. The decision is contained in Presidential Determination No. 2026–25 of September 30, 2026, published in the Federal Register on Monday, October 5, 2026, at page 63473 of Volume 91, Number 191.
The determination takes the form of a memorandum to the Secretary of Transportation and rests on the authority vested in the President “by the Constitution and the laws of the United States.” In it, the President determines that the four earlier instruments “are no longer necessary to ensure the security of aircraft operating to or from Lebanon against unlawful seizure,” and revokes them in their entirety. The text attaches no conditions and no delayed effective date to the revocation.
The four determinations revoked
- Presidential Determination No. 85–14 of July 1, 1985.
- Presidential Determination No. 92–41 of August 17, 1992.
- Presidential Determination No. 98–32 of June 19, 1998.
- Presidential Determination No. 2007–22 of June 5, 2007.
The order also revokes “the underlying prohibitions established by” the 1985 and 1992 determinations, which the new text identifies as the origin of the restrictions later carried forward by the 1998 and 2007 instruments. The four documents thus span 22 years of presidential action on aviation security for Lebanon.
Immediate implementation ordered
The President directed the Secretary of Transportation to implement the determination immediately and to revoke, effective immediately, “any regulations, rules, or orders inconsistent herewith.” No transition period is provided: the revocation takes effect on the same terms as the determination itself, and the department is to clear conflicting measures without delay. The directive covers regulations, rules and orders alike, leaving agencies no discretion to retain measures that conflict with the revocation.
The determination was signed at The White House in Washington on September 30, 2026. The President authorized and directed its publication in the Federal Register, the step that makes the revocation publicly operative. The signature date places the decision five days before its publication.
Official record and publication
The document carries the Federal Register reference FR Doc. 2026–20439, filed October 2, 2026, at 11:15 a.m., under billing code 4910–9X–P. It appears under Title 3 — The President, the heading reserved for presidential documents, in the issue of Monday, October 5, 2026.
The revocation removes, at a stroke, a security-based framework that had governed flights to and from Lebanon for more than four decades. For airlines, carriers and travelers on those routes, the practical effect is the disappearance of restrictions in force since 1985; for federal agencies, it is an immediate instruction to strike inconsistent rules, orders and regulations from the books.
