Trujillo appoints an interim manager to boost local commerce

The Trujillo City Council has approved the terms of the call for the provision, through an interim program appointment, of a position for Commercial Dynamization Manager, assigned to the Special Administration Scale, Technical Subscale, Subgroup B, NCD 18. The agreement was adopted by the Local Government Board in an ordinary session held on August 27, 2026, and is published in the Official Gazette of the Province of Cáceres on August 31, 2026.

The call, signed by the Mayor-President, Ms. María Inés Rubio Díaz, responds to the need to boost small retail trade in the town, including supply markets. The position is part of the aid program for the hiring of commercial dynamization managers for the 2026-2029 fiscal years, regulated by the Resolution of April 1, 2026, of the General Secretariat and by Decree 167/2024, of December 26, as amended by Decree 183/2025, of December 16.

A position subsidized at 75%

The hiring, under the modality of interim civil servant for the execution of temporary programs (article 10.1.c of the TREBEP), will have a maximum duration of three years and will begin on October 1, 2026. The cost is subsidized by 75% by the Ministry of Economy, Employment and Digital Transformation of the Junta de Extremadura, with a total contribution of 56,250 euros over three years, and is completed with the City Council’s own funds amounting to 31,969.76 euros.

Regional subsidy: €56,250.00 (75% of the cost).
Municipal contribution: €31,969.76 over three years.
Working day: full-time, Monday to Sunday, adapted to the needs of the service.
Remuneration: group B, level 18, plus supplements.

Functions of the manager

Among the functions of the position, the development of commercial animation projects under Decree 130/2024, of October 15, coordination with merchant associations, and the promotion of associationism in areas without a constituted association stand out. The manager must also promote cooperation between trade and other sectors such as tourism, leisure, and hospitality, and collaborate with the Secretariat of Economy, Business and Trade and with Extremadura Avante to disseminate plans aimed at retail trade.

Requirements and selection process

Those who have Spanish nationality or nationality of a Member State of the European Union and meet the age and qualification requirements may participate. University degrees (Diploma in Business, Degree in Economics, in Business Administration and Management, or in Marketing and Market Research), equivalent degrees, or the Higher Training Module of the Trade and Marketing professional family are accepted.

Application period: 10 business days from the day following the publication in the BOP.
Examination fees: 20 €.
Phase 1 – Project defense: maximum 6 points (minimum 3 to pass), with a presentation of up to 15 minutes.
Phase 2 – Merit competition: maximum 4 points for qualifications, experience, and training.

The order of appearance for the applicants will begin with the letter “B”, according to the draw published by the Provincial Council of Cáceres. A job bank will be established, remaining valid until the end of the contracting period to cover possible leaves or resignations.

Impact on local commerce

The incorporation of a specialized manager represents a direct reinforcement for the merchants of Trujillo, who will have a professional dedicated to promotion, commercial animation, and association building. The call, mostly funded with regional funds, seeks to consolidate the commercial fabric of the town and generate skilled employment in the municipality.
