Trillo delegates the tender for the Elderly Care Home to the Mayor's Office

The Plenary of the Trillo City Council has agreed to delegate to the Mayor’s Office-Presidency the authority as the contracting body for file 454/2026, the purpose of which is the contracting of the comprehensive management service for the “Fuente Alegre” Elderly Care Home in Trillo. The agreement, adopted in an Extraordinary Session held on August 10, 2026, is published in the Official Gazette of the Province of Guadalajara number 158, dated August 19, 2026.

The delegation is based on Article 22.4 of Law 7/1985, of April 2, Regulating the Bases of Local Government, and is processed in compliance with Article 51.2 of Royal Decree 2568/1986, of November 28, and Article 9.3 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

A SARA social services contract

File 454/2026 is configured as a SARA contract for social services, a category that, due to its amount or nature, is subject to harmonized regulation and European Union supervision. The comprehensive management of the care home directly affects the elderly and the families of Trillo, therefore the maintenance of the service is considered mandatory.

Scope of the delegation

The delegation extends until the formalization of the contract and includes the procedures necessary for the correct development of the tender. Specifically, it comprises:

  • The processing and resolution of challenges.
  • The approval of the award.
  • The signing of the contract.

The delegation expires upon formalization and does not extend to the execution of the contract. Furthermore, it does not alter the regime of other approved delegations regarding procurement.

Justification and validity

The Plenary justifies the delegation due to the urgency of the deadlines required in the processing of the file, derived from the conditions of mandatory service maintenance, as well as the complexity of the file being processed. The agreement takes effect from the moment of its adoption and was signed in Trillo on August 11, 2026, by the mayor, Mr. Jorge Peña García.

The decision streamlines the processing of a key tender for the municipality, guaranteeing the continuity of an essential service for the care of the elderly people of Trillo and their families.
