Three appeals filed against the placement selection of 585 administrative staff
Por FactBox Admin

The Official Gazette of Navarra number 222, dated Friday, November 6, 2026, publishes on page 39415 (reference F2613752) the filing of three administrative appeals (recursos de alzada) against the act of vacancy selection and the opening of the period for the accreditation of requirements in the competitive examination for 585 administrative positions. The appeals are signed by David Soto Aldaz, Elena Ágreda Wiles, and Andrea Lizaso Villar, and are directed against Resolution 2883/2026, of September 7, issued by the Director General of Public Service. The announcement, included in section 1.2.2 (Competitive examinations and contests. Public Employment Offer), also opens a period for submissions for all interested parties.
The object of the litigation: vacancies and accreditation of requirements
The original call for applications is the one approved by Resolution 1322/2025, of May 13, by the then Director General of Public Service, published in the Official Gazette of Navarra number 101, of May 22, 2025. This concerns the entry procedure, via competitive examination, for a maximum of five hundred and eighty-five positions for the job of administrative assistant in the service of the Administration of the Chartered Community of Navarra and its autonomous bodies.
The three appeals do not question the conduct of the tests, but rather the administrative act that sets the conditions for the final stage of the process: the call for the vacancy selection act and the opening of the period to accredit the requirements demanded in base 8 of the call. This act was established by Resolution 2883/2026, of September 7, of the Directorate General of Public Service, headed by Gloria Arancón Largo.
The full publication of the announcement is signed by the Director General herself in Pamplona, on October 20, 2026.
Ten business days for submissions and access to the file
The announcement is based on articles 118 and 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, such that publication in the gazette has the same effects as individual notification. The conditions of the procedure are:
- Period for formulating submissions: ten business days starting from the day following the publication of the announcement.
- Place of submission: General Registry located at avenida Roncesvalles, 11, Pamplona.
- Other channels: any of the means provided for in article 16 of Law 39/2015.
- Copy of the appeal: a request for transmission may be made through the Electronic General Registry of Navarra, providing an email address.
- Coverage of the request: section 8 of Foral Order 59/2020, of May 14, of the Councilor for Presidency, Equality, Public Service, and Interior.
The allegations process is relevant for those who passed the process: any person with an interest in the procedure may appear before the Administration resolves the appeals and, if applicable, review the destination selection calendar already convened.
A process that has accumulated challenges since the second test
This is not the first time that this call has reached the bulletin via appeals. The Official Gazette of Navarra number 207, of October 16, 2026, published on page 36904 (reference F2613008) another announcement of administrative appeals against the final results of the second test, published on June 30, 2026. In that case, the list of appellants was very extensive: Beatriz Gutiérrez Rey, Xanti Agüera Rodríguez, Sandra Martín Chaves, Luis Manzano Aguilar, María Mercedes Jiménez Jiménez, Marina Munárriz Ariz, Jorge Pueyo Pérez, María Elisa Ainciburu Iturri, Juan Manuel Mateo González, Luis Jorge Palacios Hernández, Patricia Sarasa López, Elena Amorín Lamas, Loreto Concepción Alzueta Goyeneche, Gonzalo Luri Fernández de Manzanos, María Codes Maeztu López, Eva María Magan Piñero, María Luisa Marco Ladrón, Lidia Martín Fernández, Xabier Martínez Asurmendi, Óscar Martínez González, Mikel Martínez Zabalegui, Miren Josune Martínez Zaratiegui, María Mar Mayora Reizabal, Zuriñe Mendívil Sánchez, María Carmen Mindeguia Guruceaga, David Morales Laguna, David Olóriz Murillo, Natalia Oroz Arcón, Patricia Remón Grávalos, Mikel Rey Fernández, María Aránzazu Rodríguez Díez, Ana Rodríguez Martínez, Lidia Roncal Yoldi, Maite Royo Lizarbe, David Sánchez Zubiri, Aitor Sarasate Marcos, Leticia Senosiain Arregui and Virginia Sierro Petrerena, all of them against the results of the second test.
The call for 585 positions is, by volume, one of the largest in regional public employment in recent years, and the two successive challenges affect different phases: first the grading of the second test and now the selection of destinations and the accreditation of requirements.
What it implies for the applicants
For the thousands of applicants who have passed the process, the announcement introduces temporary uncertainty regarding the act of vacancy selection already convened: the Administration must resolve the three appeals before consolidating the assignments. Those with a direct interest have a window of ten business days from November 7 to submit allegations at the General Registry of Pamplona or electronically, and may request a copy of the appeal to prepare their position.
