Three educational inspector positions on secondment

The Ministry of Education, Vocational Training and Universities of Cantabria has announced a merit-based competition for the provision of three positions for acting education inspector, under a service commission regime, destined for the community’s Education Inspection Service for the 2026-2027 academic year. The call is formalized through Order EDU/42/2026, of August 20, published in the Official Gazette of Cantabria number 168, of September 1, 2026, with reference CVE-2026-6750.

The order, signed by Minister Sergio Silva Fernández, responds to the urgent and unavoidable need to fill vacancies in the inspectorate body and to have the appropriate number of personnel for the planning, supervision, and monitoring of the plans, programs, and projects promoted by the ministry in the coming academic year.

Regulatory Framework

The call is based on Article 154 of Organic Law 2/2006, of May 3, on Education, which grants educational administrations the power to regulate inspection within their territorial scopes, and Article 25 of Royal Decree 68/2026, of February 4, which regulates the provision of inspection function positions on service commission under the principles of equality, merit, capacity, and publicity. The framework is completed by Order ECD/111/2015, of September 30, which in its Article 16 provides for the acting coverage of vacancies with teaching personnel on service commission.

Requirements and Applications

Applicants must meet general and specific conditions, including:

Belonging to one of the teaching public service bodies as a career civil servant, with at least eight years of seniority.
Accredit eight years of teaching experience in active service.
Hold a Doctorate, Master’s, Bachelor’s, Engineering, Architecture degree, or equivalent to MECES level 3 or EQF level 7.
Provide a negative certificate from the Central Registry of Sexual Offenders and Human Trafficking, in accordance with Organic Law 8/2021.

Applications shall be submitted electronically through the Educantabria portal (www.educantabria.es), in the acting inspectors section, within a period of 15 business days from the publication of the order. Along with the application, a report of up to 20 pages on the regulatory framework of inspection and the priority actions of the service must be attached, in addition to the self-assessment of merits and its supporting documentation.

Selection Process

The selection will be carried out by a Selection Committee chaired by the head of the Education Inspection Service, and composed of a deputy chief inspector, an inspector from the corps, the head of the Technical Unit for Academic Planning, and a secretary with a voice but no vote. The process consists of two phases:

Merit assessment phase, with a minimum of 5 points to pass, according to the scale in Annex III.
Report and interview phase, also with a minimum of 5 points, in which the professional competencies of the inspection are assessed.

Those who pass both phases will be ranked by total score, and the remainder will form a reserve list to cover future vacancies or substitutions. The taking of office will take effect from the date indicated for each vacancy, assigned according to the order of the score.

Relevance

The call ensures the coverage of regional educational inspection in a school year marked by the implementation of new plans and programs, and opens a path for professional promotion for teachers in Cantabria under a service commission regime. Interested parties may challenge the order through an optional appeal for reversal within one month or directly before the contentious-administrative jurisdiction within two months.
