Three medical oncologists take up positions at the University Hospital of Navarra

Elena Mata Velasco, Ángela Fernández de Lascoiti Urtasun, and Hugo Arasanz Esteban will take office on November 9, 2026, as civil service personnel for the position of area specialist physician in medical oncology at the Servicio Navarro de Salud-Osasunbidea. The appointment is formalized by the General Directorate of Public Service of the Government of Navarra through Resolution 3404/2026, dated October 20, which is published in the Official Gazette of Navarra number 222, dated November 6, 2026, on page 39409.

The resolution is issued in exercise of the powers that Foral Decree 30/2005, of February 21, attributes to the General Directorate of Public Service regarding personnel of the Administration of the Foral Community and its autonomous bodies. This concludes a selection process that began more than a year ago and affected a total of 94 area specialist physician positions, three of which corresponded to medical oncology via the competitive examination-merit system.

Three positions at the Hospital Universitario de Navarra

The three appointed individuals are assigned individual civil service positions at the Hospital Universitario de Navarra, in Pamplona, all under the open access shift:

• Mata Velasco, Elena: position number 72198, Hospital Universitario de Navarra, Pamplona.
• Fernández de Lascoiti Urtasun, Ángela: position number 73249, Hospital Universitario de Navarra, Pamplona.
• Arasanz Esteban, Hugo: position number 73250, Hospital Universitario de Navarra, Pamplona.

The allocation of vacancies is detailed in Annex I of the resolution itself, which specifies the shift, position number, center, and destination locality.

Fifteen months of processing and a call for 94 positions

The origin of the procedure lies in Resolution 1920E/2025, of October 9, from the managing director of the Servicio Navarro de Salud-Osasunbidea, which approved the call to fill, through competitive examination and competitive examination-merit, 94 area specialist physician positions. That call was published in the Official Gazette of Navarra number 218, dated October 31, 2025.

The final list of admitted and excluded applicants was approved by Resolution 3015E/2025, of December 16, from the Director of Professionals of the Servicio Navarro de Salud-Osasunbidea, and was disseminated on the call’s web page on December 17, 2025. In 2026, following the completion of the examination phase, the appointment proposal for the highest-scoring applicants who met the required criteria was published on the same page on October 9. After examining the documentation, Public Service verified compliance and proceeded with the appointment and allocation of positions.

Mandatory taking of office on November 9 and appeal period

The resolution sets a single date for incorporation: the three appointed individuals must take possession of their posts on November 9, 2026. Those who fail to do so, except in sufficiently justified cases of force majeure, will lose all rights to acquire the status of civil servant of the Administration of the Chartered Community of Navarra and its autonomous bodies.

The appointment is forwarded to the Sub-directorate of Personnel and Labor Relations of the Navarre Health Service-Osasunbidea and to the Personnel and Labor Relations Service of the University Hospital of Navarra, as well as to the Personnel Procedure Management, Personnel Expenditure Control and Payroll, and Structure, Staffing and Temporary Personnel Recruitment services of the General Directorate of Public Service. An administrative appeal (recurso de alzada) may be filed against the resolution before the Councilor for Interior, Public Service and Justice within one month from the day following its notification, in accordance with articles 121 and 122 of Law 39/2015, of October 1. Publication in the bulletin has the same effect as notification, according to article 45 of the same law.

The three awarded positions appeared as vacancies in the list of positions of the University Hospital of Navarra previously published in the Official Gazette of Navarra number 182, of September 14, 2026, within the Medical Oncology Service.

The reinforcement arrives at the medical oncology area of the main public hospital of the regional network, which had vacancies in its organic staffing. Filling the three positions with career civil servants provides stability to the service and reduces dependence on interim appointments and temporary contracts in a specialty with high healthcare demand, in a context of pressure on oncology waiting lists and competition between autonomous communities to attract specialists.
