Three municipalities in Cáceres approve action plans for forest fires.

The Official Gazette of the Province of Cáceres number 153, of Wednesday, August 12, 2026, publishes in its Section I (Local Administration) the final approval of the Municipal Action Plans against forest fires for Barrado, Cadalso and Casas del Castañar. The plenary agreements are published in the middle of the summer campaign, when the fire risk reaches its highest point in Extremadura, within the framework of the autonomous community’s Special Civil Protection Plan against Forest Fires, the INFOCAEX.

The announcements are published in accordance with article 70.2 of Law 7/1985, of April 2, regulating the Bases of Local Government, and with Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of the Autonomous Community of Extremadura. The INFOCAEX determines which municipalities, based on their hazard level, must have a municipal action plan: an instrument that ensures effective and coordinated intervention of local means and resources and their linkage with the other administrations called upon to act in the event of a pre-emergency or emergency.

Three plenary sessions approve the fire plans

The three files were processed with a favorable report from the Extremadura civil protection bodies and signed by the municipal officials:

• Barrado (BOP-2026-3801, p. 18642): the Plenary, in an ordinary session on June 7, 2026, definitively approved the plan, drafted by OBNING Proyectos e Ingeniería y Melmomar Consultoría y Obras, S.L. and promoted by the Department of the Presidency, Interior and Social Dialogue (General Secretariat of the Interior, Emergencies and Civil Protection) of the Junta de Extremadura; signed by the Mayor-President María Sonia Llorente Fagúndez.
• Cadalso (BOP-2026-3804, p. 18649): approval in an extraordinary session on August 7, 2026, with a favorable report from the Permanent Regional Civil Protection Commission; signed by the Mayor-President Francisco Ignacio Rodríguez Blanco.
• Casas del Castañar (BOP-2026-3809, pp. 18672-18673): final approval by unanimity of the seven members of the Corporation in an extraordinary session on August 6, 2026; the plan, drafted by OBNING Ingeniería, had a prior favorable report from the Permanent Civil Protection Commission of the Autonomous Community of Extremadura; signed by the Mayor-President Fracisco García Calle.

Coordination with the INFOCAEX

The announcement from Casas del Castañar explains that INFOCAEX places the municipality among those required to draw up this instrument due to its hazard level, and justifies the need to ensure a coordinated response with the administrations and services involved. The three plans pursue the same purpose: for municipal resources to act in an integrated manner with the regional system in the event of a forest fire, a scheme common to the entire network of civil protection plans registered in Extremadura in accordance with Decree 32/2023.

Validity, appeals and consultation

The Barrado plan will enter into force the day after the publication of the announcement in the provincial bulletin. The appeals provided for in the legislation may be lodged against the agreements:

• Appeal for reconsideration before the Plenary of Casas del Castañar within one month from publication (Articles 123 and 124 of Law 39/2015, of 1 October).
• Contentious-administrative appeal within two months: before the Administrative Litigation Chamber of the High Court of Justice of Extremadura in the case of Barrado (Articles 10 and 46 of Law 29/1998, of 13 July), and before the competent jurisdictional body in the case of Casas del Castañar.

Mohedas de Granadilla: a plan for flood risk

The same bulletin includes in Mohedas de Granadilla (BOP-2026-3815, p. 18707) the approval of a plan of a different nature: the Municipal Action Plan for Flood Risk in Cerezo, drafted by the company INNOCAMPO, which the Plenary approved in a session on 31 July 2026 and which is signed by the mayor Isidro Arrojo Batuecas. The coincidence in the same issue of the bulletin highlights the effort of the small municipalities of Cáceres to equip themselves with civil protection instruments against natural risks.

With these publications, the three localities formalise the protocols that will activate their municipal resources in the event of a forest fire in coordination with the INFOCAEX, just as the summer season of maximum risk is in full swing. For residents, the practical value is twofold: the town councils are obliged to provide an orderly response to the emergency, and the plans, public and available for consultation on the electronic offices, allow any interested party to learn about their municipality’s protocols.
