Three SPEIS cables awarded through inter-administrative mobility

Tres cabos del SPEIS adjudicados por movilidad interadministrativa

The Most Excellent Provincial Council of Ávila has agreed to the final award of three job positions in the category of Corporal of the Fire Prevention and Extinction Service (SPEIS), by means of Decree No. 2026-3278, dated August 31, 2026, issued by the Deputy Delegate for Human Resources, Internal Regime, Organization, and Transparency. The resolution is published in the Official Gazette of the Province of Ávila No. 174, dated September 9, 2026, under number 1772/26.

The provision is carried out through the inter-administrative mobility system, in a procedure open to other Public Administrations, and affects positions assigned to the Council’s SPEIS, belonging to the Special Administration Scale, Special Services sub-scale, Fire Extinction class, group C, subgroup C1.

Framework of the call

The original call provided for the provision of five Corporal positions and was approved by Decree No. 2025-3354, dated August 6, 2025, with its rectification of errors by Decree No. 2025-3462, dated August 13, 2025. The rules were published in the BOP of Ávila No. 160, dated August 21, 2025, in the Official Gazette of Castilla y León No. 214, dated November 6, 2025, and in the Official State Gazette No. 288, dated December 1, 2025.

The Evaluation Commission was appointed by Decree No. 2026-0103, dated January 26, 2026, and issued its final award proposal on April 15, 2026, once the successful completion of the medical examination provided for in the Second Rule was accredited.

Awardees

The final award falls upon three applicants, who must prove their administrative service status in other Public Administrations at the time of taking office:

  • David González Gómez, with DNI *9323.
  • Alejandro Raúl Morales Sánchez, with DNI *0315.
  • Óscar Sánchez Jiménez, with DNI *7920.

Deadlines for taking office

According to the Eleventh Rule of the call, the deadline for taking office is calculated from the day following the publication of the final award in the BOP of Ávila:

  • Three business days, if the position is in the same place of residence as the official.
  • One month, if the position is located in a different town than the place of residence or if the appointment involves reinstatement to Active Service.

The effective provision is linked to the fulfillment of the legally required procedures and the requirements of the rules, in particular the provisions of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Basic Statute of the Public Employee, and Chapter VII of Law 7/2005, of May 24, on the Public Service of Castilla y León.

Against the resolution, which is final in administrative proceedings, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Ávila within two months.

The filling of these middle-management positions strengthens the operational capacity of the SPEIS of the Provincial Council of Ávila, an essential service for fire prevention, firefighting, and rescue throughout the province, whose staffing of commanders is key to the safety of firefighters and the municipalities of Ávila.
